July 15, 1981 Park Board Minutes Page 3
Grimshaw saidhe wants,to see us get started on the park. it
• would be nice. if we, oould hold onto the check but if it's not
feasible, he basically supports the :joint powers agreement.
Gunderman said we have asked Met Council'if we could hold onto
the land. They said there isn't anyway to be the implementing
agency.
Johnson said we should hold out as long as we can.
Gunderman said if New Brighton doesn't tike development money,
they can spend the money somewhere else.
Johnson' said they want the landodeveloped as a regional park
and we should use that as leverage.
Anderson said they have other sites to be developed they could
use the money for. He was guessing that possibly this year and
next year the City might possibly get reimbursement but after
that possibly no. Don't see any legal way to develop the park
if the land is leased from the City. Metro Council needs the
title transfer.
Johnson said we went through a similar thing with the golf course
and it was legal.
• Anderson said it was not the same.
Gunderman asked Johnson what would you recommend
Johnson said lease the land and we maintain ownership. we can
reevaluate that in 3 or 4 years.
Gunderman said there is close to $3 million development scheduled
on our property. Met Council will not do that based on a lease.
Carlson asked why the joint powers agreement was set up for 1984
review. The development will not have been completed by then.
Understand the reasons given at the last meeting but can it be
written for a longer period of time.
Anderson said that Met Council will probably go along. Ramsey
County probably wouldn't., The Board is very determined. They
will get money from Met Council for operation and maintenance.
The date could have been earlier or later but it was Met Council
who-helped set the date:
Johnsop said if we default, it doesn't matter because Ramsey
County has the land. If we back out there is no recourse.
Hogan said he can appreciate Met Council's position in not
wanting to give up the money to something not owned...,
• Dahl stated she keeps hearing from the Park Board tha.they
want guarantees, If we are going after something guaranteed.,... ,
the park will never be developed. The Statement of Understanding
covers what we talked about at the last meeting. We have a commitm(
to our residents and to Ramsey County residents in support of Ramse',
County,
