July 1, 1981 Park Board Minutes <br />Page 8 <br />Strang, a resident, asked what will happen to the animals when <br />it is developed. <br />Gunderman said we want to keep things as they are as much as <br />possible. Not 100a of course. <br />Sodahl, 17A St., asked if it has been determined that New Brighton <br />residents do not want to put any more money into this park. <br />Schmidt stated the City is in a difficult position in evaluating <br />how to spend money. Went through bonding referendum with the <br />School District, cut-back in State aid. What do we do if the <br />County doesn't do anything. City wanted to be implementing <br />agency. It probably wouldn't look as good if the City did it <br />on its own. <br />The resident commented that it would be less expensive if it was <br />just New Brighton and we cut down on the size. <br />Johnson stated that the main expense to the park is the road. <br />Schmidt said we have to go to a Regional park because we can't <br />expect the residents to pick that up in taxes ($12.0,00) which <br />includes everything except nature center. <br />Deborah Meyers, 1681 14th Ave. NW, asked how the concept plan <br />evolved. <br />Gunderman said it comes from the Director and input from all re- <br />source people. <br />Anderson said in September of 1977 a concept plan was prepared. <br />Ken Simons, Landscape Architect for Ramsey County plus a County <br />Naturalist worked on the plan and Anderson worked. closely with <br />him. There was a series of meetings and residents were asked to <br />participate. Questionnaires were sent out. Meetings were held <br />to talk. about the park. There was a meeting with Ramsey County and <br />the plan was discussed with Ramsey County staff and residents. The <br />Park Board finally had a plan they were comfortable with and went to <br />the Council. The Council was not satisfied. It was sent back to <br />the Park Board. It went back to the Council and was approved in <br />1978. Somethings have changed and the concept plan may have to be <br />changed. We never had concensus of all the residents. <br />Meyers commented that the beach is not being used. Don't know <br />the reason. <br />Dahl thought it might be helpful to spend time on-the master plan <br />process for getting input, Perhaps there could be serval groups <br />organized to work on agreement for input to the plan. <br />Gunderman suggested having a session to look over the current <br />concept plan.. <br />
