April 1, 1981 Park Board Minutes <br />A. Comprehensive Plan Review (Continued) <br />Page 8 <br />Motion by Dahl, seconded by Johnson, to approve the perspective <br />portion of the Comprehensive Plan. Motion passed. <br />B. Downtown Development <br />Hogan stated he attended- the last meeting which was a review meeting. <br />There is an April 1.5th meeting scheduled with the hotel people. <br />Should have a contract after that. Next Downtown meeting is scheduled <br />April 7th. They are. the first Tuesdays and third Wednesdays of each <br />month.. <br />Anderson talked about. abandoning a portion of 3rd Avenue and trading <br />parking with St. John's Church. In a preliminary discussion, the <br />church. was not interested in reducing the size of their parking lot. <br />The Mayor suggested acquiring lots northeast of the park. One lot <br />is vacant, two others have homes. They could be given long term <br />tenant rights and acquire three parcels to compensate for park land <br />that wial be used for office buildings. <br />Gunderman asked if the park could be moved to another location.. <br />Anderson.. said there is no other open space in the Downtown area. <br />Veterans is 5 acres. It may be cut back to 3 or 4 acres. <br />Gunderman asked if we could lease property from Hypro. <br />Van Hatten-said if you change it, it better be for the better. <br />Gunderman said the Downtown area will change and. have more traffic, <br />Perhaps .the park could be moved to a quieter area. Gunderman feels <br />that the planners .ideas far the park. are 1.80° from what the residents <br />want. <br />Anderson said no. They want to-leave the park with everything that <br />exists there now. <br />Schmidt said the planners are concerned with aesthetics. You could <br />replace this park and. move to another area.. Lt may. be worth exploring, <br />Anderson said the area. by Hypro may: be unbuildable but would be good <br />park land. <br />Schmidt added that the City may even own some land there.. He mentioned <br />that-the present park location may get squeezed in the future. <br />Carlson s~:d a disadvantage would be crossing a busy street to get <br />to .the park. <br />Dahl said it would be a terrible access. <br />Anderson. said it's worth ,looking into. <br />Van Hatten askedrn~hy the whole block was not in the. Downtown district. <br />
