<br /> <br />• <br />12A <br />Other <br />The Council recommends legislative <br />approval of several changes in law that <br />fall into the "housekeeping" category. <br />These include: <br />- Amending the Metropolitan <br />Agricultural Preserves Act enacted <br />in 1980, Minn. laws 1980, ch. <br />566, to clarify its relationship with <br />the "Green Acres" law, Minn. <br />Slat., sec. 273.111 (1978). <br />- Amending the Metropolitan Land <br />Planning Act of 1976 to clarify and <br />simplify the process by which the <br />Council reviews amendments to <br />local comprehensive plans. Minn. <br />Slut., secs. 473.851- 473.872 <br />(19 78). <br />- .4 mending the Metropolitan Reorgan- <br />ization Act of 1974 to provide for a <br />change in the responsibilities of the <br />Metropolitan Transit Commission. <br />Minn. Slat., sec. 473 (1978). The <br />law now requires the MTC to pre- <br />pare along-range transportation <br />development program. The commis- <br />sion is proposing, with Council <br />support, that this requirements be <br />changed to provide for MTC prepara- <br />tion of a long-range transit develop- <br />ment program. <br />1980 Publications <br />The Council published close to l 00 <br />plans, eports and brochures on a broad <br />range o egional issues during 1980, <br />in additio to its weekly Review and <br />monthly Me o Monitor newsletters. <br />Eight reports on ' posal of solid waste <br />and sewage sludge w e issued in <br />response to requiremen in the 1980 <br />State Waste Management ct. Includ <br />were reports on estimated ste dis- <br />posal capacity needs, options r s id <br />waste reduction and recovery, a a <br />directory of recycling centers i the <br />Region. <br />The Council issued a Seri of reports <br />and "planning briefs" t help commu- <br />nities prepare local co prehensive plans <br />under the 1976 Met opolitan Land <br />Planning Act.
