general fund support should be carefully reviewed prior to <br />approval. City Hall and golf course internal building <br />modifications would be contingent on the .serving of beer <br />and a decision to build the public safety facility. The <br />City Hall re-roof and insulation would require the maxi-audit <br />to show cost effectiveness. The public safety building <br />funding with general funds would hinge on Council support <br />to proceed with plans. <br />If the Council shares my concern for the extent of general <br />fund reserves used for 1981 projects, then the park improvements <br />should be prioritized with attention given to delaying some <br />items until 1982. The golf course improvements should be <br />reviewed in detail with consideration to defering all or <br />some projects until 1982, or expand the loan to the golf <br />course now outstanding. <br />Thexe are still many uncertainties in planning the source <br />of funds for 1981 projects. As example, if the public <br />safety building does not proceed, the caveat about the <br />use of general funds for other projects would be removed. <br />In any case, I believe that now that the Council can see <br />the projects listed, with costs and the use of funds, that <br />a reevaluation of 1981 projects should occur. Given recent <br />negotiations with the County on Long Lake/Rush Lake Park, <br />I believe that the Park Board should prioritize their 1981 <br />projects with the intent of eliminating or defering projects <br />if ultimate funding is not provided. (We still do not have <br />a Federal Revenue Sharing bill passed by Congress.) <br />While I believe storage is essential at the golf course, <br />I question moving ahead at this time to enlarge. the <br />club house or redo the parking area using general funds, <br />unless it is by loan. <br />I look forward to discussing this with the Council on <br />November 20, 1980.' If we start that evening with. the <br />workshop on the public safety building, I think that <br />when we do call the CIP revenue sharing hearing to order <br />(later that evening) we should be better able to address <br />the issues presented in this report.. <br />Dsz:ja <br />
