Edmonds, Qrector of Parks and Open Space Department From: Ken Simons, Landscape Architect Date: May 30, 1974 Subject: Long Lake -.Rush Lake Regional Pa rk -Maintenance and Operation Costs As per your request, I have, with the assistance of Maurice Anderson, Director of New Brighton Parks and Recreation Dept., and Joe Fasciana and Jack Dehen, Ramsey County Parks aad Open Space Department, prepared a phased annual schedule of estimated maintenance and operation costs. Said schedule of costs is based on the Capital Improvement Program and implementation responsibilities outlined in my memorandum of January 25, 1979. This schedule of costs will provide-the Board of Commissioners with a somewhat realistic view of the financial commitment involved with the maintenance and operation of the aforementioned regional park. As a~Regional Park, the Long Lake-Rush Lake site will provide recreational opportunities for people from a service area that includes several-municipalities in three counties. The assignment of site functions (recreational opportunities) will be dictated by the existing character of the site and location of the respective supporting resource base. Site improvements will be funded through development grants from the Metropolitan Council. Although the Long lake-Rush Lake Regional Park site involves two parcels of land respectively owned by Ramsey County and New Brighton, it is apparent that property lines will have little impact on the ]ocation of facilities and user origin. Subsequently, the respective responsibility for maintenance and operation should not be based on parcel ownership. Although the Metropolitan Council recognizes Ramsey County as the "implementing agency" (agency responsible for development, maintenance and operation), New Brighton has expressed a strong desire to participate in the maintenance and operation of the subject site (input of funds, personnel and equipment). It is my recommendation that joint powers agreement between Ramsey County and New Brighton be prepared to establish the foundation for a-joint participation in the maintenance and operation of the Regional Park Site. The associated costs (refer to attached Cost Schedule) should be jointly funded on a 75/25 cost sharing basis (75~ Ramsey County/25~ New Brighton). The recommended 75/25 apportionment is based on the municipal population distribution within the total service area of the subject park. (Refer to table below).
