Anthony J. Crea, Director of Parks and Recreation, submitted
irf orr~ation related to the development of the Rush Lake-Long
Lake Regional Park through the cooperation of .the City- of I~ew
• Brighton and the County of Ramsey operating under a Joint Poc~*ers
Agree.~ert. I have had an opportunity to review the Joint Po:~~ers
Agree: {ent and find. that so~.le changes must be made before- it i~'
approved as tQ fora. I note thz following:
1. Qn pale 1, the Ramsey code was erroneously identified
as Laws of Minnesota 1977, Chapter u25. The Ramseyr
County code is properly cited as. Laws of Minnesota .pox
-~ ~ 1977, ` Chapter X35•
2, page 2, paragraph 1, incorrectly Anno~ateds~59e01oint
Powers Act as Minnesota Statutes
.The section is properly cited as Minn. Stat., Section
' X71.59.
3, page 2, paragraph 1, b.{1~ indicates that costs are to
be allocated on a ?5 percent-25 percent basis. The
Agreement makes: no provision, however, for the time and
manner in Yrhich payments are to be made. The Agreement
is also silent as to the amount of accounting detail
and documentations the parties can request from each
other to support payments under the formula. I sug-
gest you discuss this matter with Mr. Van Houdt and
consider his suggestions.
• ~~~ r
~ ~'~'
~~
/J ','~, C" ' A
~~~ - ~
~ ,~
