-z- PUBLIC USE OF SCHOOL FACILITIES Polity X1330 2II. Fee Categories I. General Statement Independent School District #621 School Hoard encourages the use of physical facilities under its control by Mounds View Public School community groups and organization s_ that have as their Objective social, educational, recreational and civic development. School District facilities should be available to the Mounds View Public School rnmmunity as often as the regular school program scheduling will permit. At times, facilities will be made-available to organizations outside of the School District with similar objectives or to commercial organizations, and/or private membership groups. The School Hoard reserves the right to deny the usage of facilities for nny purpose that is in conflict with school policies, activities or not consistent with the best interest of District #621 (School Facilities for Usage Responsibilities are listed in Section 4 of Regulation #1330.) Zi. Priority Listing for Schedulira Facilities A. Purpose Statement Due to the large number of organizations that request School District facilities, the School Board has deemed it necessary to group by activity these organizations and establish a priority in order to insure that School District facilities are made available so as to best meet crommunity needs. B. Priorities 1. All directly related school organizations to include school curricular, co-curricular, extra-curricular, school advlaary groups, oeemittees and all directly controlled school organization/aetivitiea. 2. District #621 Community Governmental Agencies. To include comm~mity education groups, municipal governmental functions (i.e., recreation, elections, public hearings, police and fire examinations.) 3. Other District #621 Community Groups To include other governmental agencies, civic organizations, political groups, churches, athletic associations, lraternal groups, charitable groups, and character building organizations demoted to social, educational, recreational and civic development.. 4. All other authorized groups To include non-resident, commercial and private membership groups. C. Joint Powers and Long-Term Permits 1. Usage granted through Joint Yowers Agreements will follow set usage guidelines and remain in effect until termination is mutually agreed UpOA. 2. Long-term permits will be determined by mutual agreements of both parties at the time of request and follow guidelines in Regulation k1330. • A. Purpose Statement The School Board establishes the following fee categories for mak_nq fac,lir_• available. Specific fee charges are dependent on: the purpose of acti~:i~.i~;, type of group, facility which is requested and special services and/or eiui~- ment needed. fi schedule of each fee category will be set by regulation end reviewed annually by the Community Education Advisory Council. Their recoam~endations will be submitted to the District administration and to ±h=_ School Board before the regulation is adopted by the District administration each year. 8. Classification of Fees 1. Usage Fees - are collected for administration, maintenance,. operation of facilities and attached equipment. a. Exempt -no usage fee chazged touser - to include all groups directly related to school organizations - to include District #621 community governmental agencies and resident community groups which are no*_ fee oriented or operating for profit - to include Municipal Pazk and Recreation 8epart7ren's and Community Education Programs within District k621. - to include fund raising activities by non-coranereial resident community groups where the net benefit remains in the community b. Standard Fees - usage fee charged to user - to include resident tar exempt groups which are fund raising or operating for profit c. Commercial Fee - usage fee charged to user. - to. include all other approved user groups, i.e., non- . zesidnet, private or coamezcial groups. This includes. any activity where admission is charged, materials or merchandise aze sold, given away, or exhibited for the purpose of making profit or for advertisement. 2. Service Fees are collected for the following: a. Building Supervision 1. General - a service rendered during designated available rnmmunity school usage hours and paid for by municipal park and recreation departments and community education. 2. Special - a service rendered at times other than designated available community school usage hours and/or when group needs require additional supervision. Paid by specified user group. b. Custodial Maintenance - A service rendered at times other than routinely scheduled: District custodial hours and/or when group needs require custodial maintenance before, during or after their presence in the building. Paid by specified user group. c. Kitchen Supervision - A service rendered by a School District food service employee. Paid by specified user group 3. Equipment Fees a. General -basic classroom furniture and cafeteria tables and chairs when used in their assigned rooms will be furnished wi the ut cost. A fee will be charged for additional equipment and for equipment which must be moved to another location. b. Athletic - volleyball nets, standards and basketball backhoazds •tre available without cost upon request to all groups using the gym facilities for their respective activities. Additional a ~hletic equipment may be made available on a fee basis to qualified user ,ro•~es upon request and approval of the Community Education Department. c. ~cial Services - fees will be chazged for special servic=s; i.e., auditorium lighting, lighting crews, projector operators, etc. • Adopted: July 8, 1914
