In a letter dated November 28, 1979, 'the City <br />engineer, L.es Proper., raised several questions relating to drainage. His <br />concerns included: drainage area boundaries, rainfall-runoff computations, <br />available storm sewer .capacity and storage area requirements. He also <br />expressed concerns about the implications of the Rice Creek Watershed <br />" District's permit requirements. <br />This letter addresses his questions and a few other points. <br />Statement of the Problem <br />Park Place is a residential development located in New Brighton, <br />Minnesota. It is bounded by.29th Avenue, Rice Creek Road; Mississippi <br />Street, .and the Rice Creek. Shopping Center.- A six acre portion of the <br />development is to be dedicated to the City as a parka The proposed streets <br />will be drained. by catch basins and .storm sewers. The storm sewers will <br />drain into a~low_area-of the. park near the rear of the shopping center. An <br />existing 24"-storm sewer at this location will .pick-up storm water and <br />carry it to a system in Silver Lake Road, which outlets into Rice Creek. <br />Unless the current drainage plan is revised, it~will be impossible <br />to obtain a Watershed District permit to continue with the project and <br />future flooding of the center is a certainty. <br />Resolution of the Problem <br />The resolution of this problem required that a complete drainage <br />system analysis be performed. It was determined that 18.8 acres of land <br />from the proposed development and a part of the shopping center drains <br />to the 24" storm sewer outlet at the rear of the center..- In addition <br />another 4.3 acres of land drains into this sewer in the front of the center. <br />This sewer is very flat and is inadequate-for the flows it will receive <br />after Park .Place is developed. Fortunately, the storm sewers in Silver Lake <br />Road have adequate capacity for even the largest rainfall events-for which <br />we ran .computations. <br />100 Silver Lake Road New Brighton.
