Schmitz, Recreation Program Supervi r Re: School Use Policy Enclosed is a draft of a policy the Department would Like to begin to implement within the next three weeks concerning groups' or organi- zations' requests for school use through our Department. In the past individuals or groups wanting school space would request times through the .Park and Recreation Department because of our higher priority with the school district. Most groups were given time without any guidelines set. It did not create too much of a problem because de- mand was low. The Community Education Department has now formalized a policy and regulation concerning school use and. requested that Park and Recreation Departments in the school district be aware of the policy and use it as a guideline when .requesting space. Be- cause of that policy and regulation and of the increased demand for gym space, we have developed the enclosed policy. This policy will then allow us to treat .each group or individual on a consistant basis. Two groups presently using gym space, who have been given space in years past, may have some opposition to our formalizing this policy... One-group is headed by Mr. Robert Halva, a school board member, who has for the last 10 years played basketball at Highview Middle School every Wednesday evening from 7:00-10:00 p.m. September through May. This group consists of 10-20 .individuals. On Wednesday nights we run a Co-Rec Volleyball. League which presently can only. accommodate four playing teams a night because of gymnastics ciassess and Bob Ha1va's group. There has been enough .requests that we are consider- ing expanding the league to 6-8 teams, but couldn't because of the conflict. The second group is associated with Glenn Beggin and con- sists of a soccer sports club, who have in .the past requested gym space at Chippewa Middle School, Shoreview. In the past they-have been directly involved with the ?ark and Recreation. Department Soccer Program and so Chuck Corlett assisted them with getting gym. space. Now.,. however, Nike Soccer Club has not been as directly involved and is made up ofindividuals from all over the metro area. We find it hard to justify requesting space in a non-New Brighton school for an essential non-resident group. during a popular time. Because of past City 'involvement with. these individuals and potential conflicts that might arise, we felt that you should review and comment on the policy before it is implemented. Please advise us if there are any changes or additions in this policy which you feel necessary.
