<br />~UHLIC USE OF SCHOOL FACILITIES
<br />-i. General Statement
<br />Independent School District {621 School Hoard encourages the use of physical facilities
<br />under its control by Mounds View Public School community groups and organizations- that
<br />have as their objective social, educational, recreational and civic development. School
<br />District facilities should be available to the Mounds View Public School community as
<br />often as the regular school program scheduling will permit. At times, facilities will
<br />be made available to organizations outside of the School District with similaz objectives
<br />or to commercial organizations, and/or private membership groups. The School Boazd
<br />,reserves the-right to deny the-usage of fadlities for any purpose that is in conflict
<br />with school policies, activities or not consistent with the best interest of District {621

<br />~ii. PriorityListing for Scheduling Facilities
<br />A. Purpose Statement
<br />Due to the large number of organizations that request School District
<br />facilities, the School Board .has deemed it necessary to group by activity
<br />these organizations a;-d establish a priority in order to insure that
<br />School District facilities are made available so as to best meet
<br />unity needs.
<br />B. Priorities
<br />1. All directly related school organizations to include school curricular,
<br />co-curricular, extra-curricular, school advisory groups, cogmtittees and.
<br />all directly controlled school organization/activities.
<br />2'. District {621 Comity Governmental Agencies.
<br />To includs oomeuaity education groups, municipal governmental
<br />functions (i.e., recreation, elections, public hearings, police
<br />and fire examinations.)
<br />3. Other District /621 Camwnity Groups
<br />To include other govenmeatal agencies, civic organizations,
<br />political groups, churches, athletic associations, fraternal groups,
<br />charitable groups, and character building organizations demoted to
<br />social, educational, tecreational and civic development.
<br />4. All other authorized groups
<br />To include eon-resident, commercial gad private membership groups.
<br />C. Joint -Powers and Long-Term Permits
<br />1. Usage granted through Joint powers Agreements will follow set usage
<br />guidelines and remain in effect until termination is mutually agreed
<br />upon.
<br />2,. Long-tern permits will be determined by mutual ag~~~ts of both
<br />parties at the time of request and follor guidelines in Regulation
<br />{1330.

<br />IZI. Fee Categories
<br />A. Purpose Statement
<br />The School Hoard establishes the following fee categories for making facilities
<br />available. Specific fee charges are dependent on: the purpose of activities,
<br />type of group, facility which is requested and special services and/or equip-
<br />ment needed. A schedule of each fee category will be set by regulation and
<br />reviewed annually by the Community Education Advisory Council. Their
<br />recommendations will be submitted to the District administration and to the
<br />' School Board before the regulation is adopted by the District administration
<br />each yeaz.
<br />8. Classification of Fees
<br />1.-Usage Fees - aze collected for administration, maintenance,- operation
<br />of facilities and attached equipment.
<br />a. Exempt-no usagefee charged to user -
<br />- to include all groups directly related to school organizations
<br />- to include District #621 community governmental agencies
<br />and resident community groups which are not fee oriented or
<br />operating for profit
<br />- to include Municipal Park and Recreation Departments and
<br />Community Education Programs within District {621.
<br />- to include fund raising activities by non-commercial
<br />resident community groups where the net benefit remains
<br />in the oo~unity
<br />b. Standard Fees -usage fee charged to user
<br />- to include resident tax exempt groups which aze fund
<br />raising or operating for profit
<br />c. Commercial Fee -usage fee chazged to user
<br />- to include all other approved user groups, i.e., nog-
<br />resident, private or commercial groups. This includes
<br />any activity where admission is chazged, materials or
<br />merchandise aze sold, given away, or exhibited for the
<br />purpose of making profit or for adoertisement.
<br />2. Service Fees are collected for the following:
<br />a. Building Supervision
<br />1. General - a service rendered during designated available
<br />community scYwol usage hours and paid for by municipal
<br />park and recreation departments and ~~+.+ity education.
<br />2. S cial - a service zeadered at times-other than designated
<br />available o®unity school usage hours and/or when group needs
<br />require additional supervision.. Paid by specified user group.
<br />b. Custodial Maintenance
<br />- A service rendered at times other than routinely scheduled
<br />District custodial hours and/or whey group needs require
<br />custodial maintenance before. during or after their presence
<br />in the building.. Paid by specified user group.
<br />c. Kitchen. Supervision
<br />- A service rendered by a School District food service employee. Paid
<br />by spedfied user group
<br />3. Equipment Pees
<br />a. General -basic classroom furniture and cafeteria tables gad
<br />chairs when used in their assigned rooms sill be furnished without
<br />cost. A fee will be charged for additional equipment and for
<br />equipment which must be moved to another location.
<br />b. Athletic -volleyball gets, standards and basketball backboazds are
<br />available. without cost upon request to all groups using the gym
<br />facilities for their respective activities. Additional. athletic
<br />.equipment may be made available on a fee basis to qualified user groups-
<br />upon request and approval of the"Community Education Departtaent.
<br />c. Special Services -fees will be charged for .special services; i.e.,
<br />auditorium lighting, lighting crews, Projector operators, etc.
