November 12, 1980 Park Board Minutes Page 2
B. Long Lake.- Ramsey County .Proposal
Anderson said the Coutny Board will be meeting on November 24th
to .formulate a proposal to New Brighton. Anderson said his position
is to wait until the County Board makes a proposal before doing
anything.
Johnson asked. if the City shouldn't be reacting to the .staff pro-
posal before the County .takes a stand.
Anderson said the stand. the County is likely to take is that they
don't want to develop the land.
Dahl stated she couldn't believe Crea stated they can't come up
with the money for development.
Anderson said the Ramsey. County staff wants to see this moved but
they have little confidence that the Board will accept their proposal.
Dahl asked if Anderson felt that dual ownership is an impediment.
Anderson said yes, but not totally.
Carlson asked if the Manager wanted .the Park Board and City staff
to negotiate with the County staff. He feels that it is inappro-
priate for. the Park Board to negotiate with County staff.
Anderson said the Manager is asking the Council to give him direction
to take to the County Board meeting so he can .say what stand the
City is .taking.
Carlson feels that would be putting the cart in front of the horse.
Johnson suggested the County and City staff meet and discuss the
proposal and then take it to the County Board.
Anderson stated the two staffs have met and couldn't totally agree.
Anderson said there is not enough time to discuss the proposal in
detail before it goes to the County Board on the 24th.
Carlson said if we ask Ramsey County to delay we are doing the
opposite of what we asked them previously.
Gunderman felt the original plan should be reviewed and find out
costs for New Brighton having a nature facility on the site. If
we are successful we caould get money back and lower taxes. Our
input is nil with the County Board. Even if the County wanted to
they may not be able to do anything because of money. We should
look at doing something ourselves and perhaps a referendum would
be necessary in years down the line.
