i <br />The City of Blaine Comprehensive Park Plan establishes a framework for providing <br />better public outdoor recreation facilities for the citizens of Blaine. The plan was <br />developed to determine directions and guidelines for park development during <br />the next five years, 1977-1981. Included in the plan are: 1) an identification and <br />analysis of present recreation needs and requirements, 2) an inventory of existing <br />and potential recreational resources, and 3) a recommended plan of action - 5 <br />year Capital Improvement Plan. <br />This plan represents the coordinated efforts of the City of Blaine Department of <br />Community Services and the Blaine Park Advisory Commission. It has been <br />completed in coordination with other city planning efforts and provides <br />considerable information for the Mandatory Planning Act, a metro area effort of <br />planned urban growth and development. The plan will be used to supplement <br />grant applications for Metro, State, and Federal funding programs and will inform <br />new developers and citizens of park efforts and priorities. This plan and the <br />implementation programs herein will be reviewed on a continuing basis by the <br />Park Advisory Commission and City Staff.
