r <br /> Citizens Input and Attitudinal Surveys <br /> The City of Blaine through its Department of Community Services and Park Board has continuously <br /> sought public input in park development through surveys, public hearings and open meetings. <br /> In 1975 a survey was taken among parents of students at Madison Elementary School, Centennial <br /> Elementary School and among members of the Blaine Jaycees. A total of 469 residents responded <br /> to questions designed to help determine the recreation interests and needs of Blaine residents. The <br /> top five recreation interests among those who responded were; swimming (437), biking (433), <br /> playground use (404), picnicking (404), and going to a beach (394). When questioned about the <br />type of recreational equipment they presently possessed over 94% indicated their family owned at <br /> least one bicycle, 83% owned ice skates, 63% owned tennis rackets and 36% showed golf clubs in <br /> their possession. This survey also indicated that Blaine residents must travel outside of Blaine to <br /> participate in more than 50% of their recreation interests. Among the conclusions that can be drawn <br /> from this survey are: <br />1 <br />Th <br />t <br />-- .) <br />e s <br />rong interest in biking and high rate of bike ownership emphasizes a need for increased <br /> trail, development to help provide safe places for residents, both young and old to pursue this <br /> activity. <br />2 <br />Th <br />t <br />int <br />t i <br />i <br />" <br />" <br /> .) <br />e s <br />rong <br />eres <br />n sw <br />mming and <br />going to the beach <br />emphasizes the need- for further <br /> pool and beach development. <br /> 3.) The high percentage of families owning tennis rackets indicates a need for further court <br /> development. <br /> 4.) The need for expanded playground equipment and picnic areas is reflected in the high interest <br /> in these areas. <br /> 5.) The need for further development of the overall park system is emphasized by the need for <br /> residents to travel outside the city to pursue many of their interests. <br /> A series of four public hearings was held in various locations of the city between April and June of <br /> 1977, for the specific purpose of receiving public input in regard to this park plan. Those in <br /> attendance were shown slides and proposed plans for Blaine Parks and were asked for input in <br /> regard to these plans. The following were some of the recommendations that were made: <br /> 1.) Provide for more tennis courts. <br /> 2.) Greater emphasis on park landscaping. <br /> 3.) Provide more playground equipment for small children. <br /> 4.) Restrict the number of park buildings to areas of heavy use. <br /> 5.) Limit the development of Laddie Lake Park to areas for "passive type" of recreational activities. <br /> These recommendations, along with others received in the reviewing process, were incorporated <br />into the plan <br /> . <br />- 11
