<br />Plan of Action - Policies and Goals <br />The following Plan of Action summarizes essential policies for implementing the park improvements . <br />as outlined on the previous pages. <br />1. Provide for a wide range of facilities to meet the needs of all city residents and all interest groups. <br />2. Acquire park land where necessitated by potential threats of development, where new parks <br />are critical, or where current parks show need for expansion. Continue to require private <br />developers to dedicate a portion of their land for public use. <br />3. Develop the park system according to established Metropolitan Standards, with an emphasis <br />on function rather than size. <br />4.) Develop parks and open space to take maximum advantage of the city's natural features such <br />as water bodies and wooded areas. As natural water resources, the recreation potential of <br />Laddie Lake and Lochness Lake will be developed, carefully protected and the water quality <br />improved. <br />5. Upgrade the visual quality of all parks: <br />A Establish a tree planting program. <br />B. Maintain and improve present vegetation - pruning, irrigation, mulching, etc. <br />C. Provide irrigation and water hookups where necessitated. <br />D. Improvement and utilization of ditches and ponding areas. <br />6. Provide buildings with toilet facilities in areas of intense park use and park shelters where needed <br />for picnicking and nature interpretation. <br />7. Establish a trail system to accommodate biking, hiking, snowmobiling, horseback riding and <br />cross-country skiing. Provide signage and information to citizens as to locations, precautions <br />and ordinances related to trail system. <br />8. Support and provide input and help to the City Maintenance Department to keep pace with <br />park expansion. Provide recommendations to council to improve and purchase maintenance <br />equipment and. increase personnel <br />9. Increase and encourage Citizen Participation anal actively seek community input in all stages <br />of the planning process and implementation programs of park development. <br />10. Explore all possible sources of fundings through grants, easements, donations, etc., to aid in <br />acquisition and development. <br />11. Increase the utilization of Public owned land such as School-related sites, easements and <br />drainage. <br />12. Review Comprehensive Plan annuaiiy.
