March 5, 1980 Park Board Minutes <br />Page 4 <br />Dahl asked Anderson what the Park and Recreation need would <br />be for the Highview facility. <br />Anderson stated the Park and Recreation Department does not <br />use the outdoor facilities at Highview extensively, however <br />if these facilities are not provided at.schools, they would <br />have to be provided in the parks. New Brighton.relies less <br />on the school outdoor facilities than any of the surrounding <br />communities but the athletic associations use school facili- <br />ties extensively. <br />Johnson asked if New Brighton's maintenance would be cut back. <br />Anderson responded that if $5,000 was spent on Highview, the <br />City would have to cut back that amount on its maintenance. <br />Dahl asked what happens if the City does not approve the <br />joint powers agreement. <br />Dr. Christenson responded that the school facilities would be <br />unkept during the summer. <br />Grimshaw asked the time schedule on the development. <br />Anderson responded the site will be developed this summer. <br />The bids for the site could be accepted on March 17th. <br />Grimshaw asked if the City decides to participate, what is <br />its time schedule. <br />Anderson stated that no maintenance would occur in 1980 but <br />the District will need money from the City for the development. <br />Dahl asked what amount the City would be spending after the <br />first three years.. <br />Dr. Christenson responded it would be figured on spending <br />for. that year. <br />Ostlund stated the School District would turn usage and <br />facilitation over to the Park and Recreation Department. <br />Westling asked if the Council had stated where the money <br />would come from. <br />Anderson stated that if the Park Board approved the agreement, <br />the Council would have to decide to appropriate additional <br />maintenance funds or reduce current service levels. <br />Dahl feels the Park Board should suggest to the Council where <br />the money would be cut. <br />Dahl asked Anderson what his recommendation would be. • <br />Anderson stated that he had no recommendation prepared.
