Joint Powers Agreement Highview Middle School <br />Motion by Van Hatten, seconded by Dahl, that the Park <br />Board ask the City Council to enter into the joint <br />powers agreement and allocate an additional $5,000 <br />for development this year, and further moved that if <br />the $5,000 is not available, we enter into th agree- <br />ment without the additional development,cind, i'tenance <br />.? ? in 1980, Motion passed. <br />Park Board Comments: <br />Johnson felt the agreement is just adding another admin <br />istration step to what is already taking place. The <br />School District and the City have been trading off use <br />and maintenance of parks and school grounds. <br />Olson is in favor of agreement but is concerned with <br />cut backs which may occur for the City. <br />Grimshaw favors the agreement if it is reassessed yearly. <br />with no cut back to City. If there is no money <br />Westling is in favor of the agreement if there are no <br />cut backs in maintenance and that the school grounds <br />are maintained during the summer. <br />Dahl is in favor of'-.the agreement and thinks it is a <br />good to work cooperatively with the district but is <br />concerned with the cut backs. <br />Gunderman is in favor of the agreement and concerned <br />with•th Maintenance cut backs. The Department has <br />already had to cut back on maintenance. He is con <br />cerned;that Highview may be used extensively and the <br />City may get little use. Likes the concept but has , <br />budget concern <br />Hogan favors the agreement provided funds can be found <br />so that the City's maintenance cut backs would not be <br />too great. <br />Van Hatten stated the facility would be there whether <br />the City entered into the agreement or not. He feels <br />the money is coming out of his pocket whether the school <br />district does it alone or the City is in joint powers <br />agreement. He feels the City should do whatever it can <br />to'help keep up the facility.
