Joint Powers Agreement Highview Middle School Motion by Van Hatten, seconded by Dahl, that the Park Board ask the City Council to enter into the joint powers agreement and allocate an additional $5,000 for development this year, and further moved that if the $5,000 is not available, we enter into th agree- ment without the additional development,cind, i'tenance .? ? in 1980, Motion passed. Park Board Comments: Johnson felt the agreement is just adding another admin istration step to what is already taking place. The School District and the City have been trading off use and maintenance of parks and school grounds. Olson is in favor of agreement but is concerned with cut backs which may occur for the City. Grimshaw favors the agreement if it is reassessed yearly. with no cut back to City. If there is no money Westling is in favor of the agreement if there are no cut backs in maintenance and that the school grounds are maintained during the summer. Dahl is in favor of'-.the agreement and thinks it is a good to work cooperatively with the district but is concerned with the cut backs. Gunderman is in favor of the agreement and concerned with•th Maintenance cut backs. The Department has already had to cut back on maintenance. He is con cerned;that Highview may be used extensively and the City may get little use. Likes the concept but has , budget concern Hogan favors the agreement provided funds can be found so that the City's maintenance cut backs would not be too great. Van Hatten stated the facility would be there whether the City entered into the agreement or not. He feels the money is coming out of his pocket whether the school district does it alone or the City is in joint powers agreement. He feels the City should do whatever it can to'help keep up the facility.
