MEMORANDUM <br />To: Bernard L. Edmonds, Director of Parks and Open Space Department <br />f mm: Ken Simons, Landscape Architect <br />Date: May 30, 1979 <br />Subject: long Lake - Rush Lake Regional Park.- Maintenance and Operation <br />Costs <br />As per your request, i have,. with -the assistance of Maurice Anderson, <br />- - Director of New Brighton Parks and Recreation'Dept., and Joe Fasciana and <br />Jack Dehen, Ramsey County, Parks and Open Space Department, prepared a phased. <br />annual schedule of estimated~maintenance.and operation costs.- Said schedule <br />of costs is based on the Capital Improvement Program and implementation <br />responsibilities outlined in my memorandum of January 25, 1979. This schedule <br />of costs will provide the Board of Commissioners with a somewhat realistic view <br />. of the financial commitment involved with the maintenance and operation of <br />the aforementioned regional park. <br />As a Regional Park, the Long Lake-Rush Lake site will provide recreational <br />opportunities for people from a service-area that includes several municipalities <br />in three counties. The assignment of site functions (recreational opportunities) <br />will be dictated by the existing character of the site and location of the <br />respective supporting resource base. Site improvements will be funded through <br />development grants-from the Metropolitan Council. <br />Although the Long Lake-Rush Lake Regional Park site involves two parcels of <br />land respectively owned by Ramsey County and .New 8 righton, it is apparent that <br />property lines will have little impact on the location of .facilities and user <br />origin. Subsequently, the respective responsibility for maintenance and operation <br />should not be based on parcel ownership. A]though the Metropolitan Counci l <br />recognizes Ramsey County as the."implementing agency" (agency responsible for <br />development, maintenance and operation), New Brighton has expressed a strong <br />desire to participate in the maintenance and operation of the subject site <br />(input of funds, personnel and equipment). <br />It is my recommendation that-joint powers agreement between Ramsey County and <br />New Brighton be prepared to establish the foundation fora joint participation <br />in the maintenance and operation of the Regional Park Site. The associated costs <br />.(refer to attached Cost Schedule.) should be jointly funded on a 75/25-cost <br />sharing basis (75% Ramsey County/25% New Bri_ghton). The. recommended 75/25 <br />apportionment is based on the municipal population distribut-ion within the total <br />.service area of the subject pa rk. (Refer to table below). <br />
