<br />Land acquired for regional recreation open space purposes is being used in a <br />number of interim ways. Many of these are land holding, tecfi niques being used <br />by the implementing agencies while acquisition of the park is completed or <br />until funds for development are available. The Council should consider <br />incorporating its procedure governing interim uses of undeveloped parkland in the <br />policy plan. <br />Policy 18 states that "the conversion of regional recreation open space areas <br />to other uses shall be allowed only when no reasonable alternative exists. When <br />such conversion is unavoidable, payment or replacement shall be determined by the <br />Council." <br />The intent of this policy is to allow conversion of parkland only for other. <br />necessary public investment, e.g. highways, power lines, etc. In the face of <br />several current proposals from county and municipal governments to use parkland <br />for other than park purposes, the Council should reconsider whether Policy 18 <br />is adequate. In July, Eagan requested that the Council approve installation of <br />a water reservoir in the Lebanon Hills Park Reserve in Dakota County. Hennepin <br />County's landfill siting study has identified the Baker and Crow-Hassan Park <br />Reserves as potential landfill sites, although the county has not asked the Council <br />to approve one of these sites fora landfill. <br />l0 <br />
