On August 13,.1:974, the New Brighton City Council took collateral action by giving "local approval" and supporting a coordinated planning and development effort. (Resoultion No. 1395). On February 28, 1977, the Board of Ramsey. County Commissioners approved a joint-powers agreement between Ramsey County and New Brighton which provided for the sharing of resources (funds and personnel) to .accomplish the planning of the. consolidated site.. (Resolution No. 77-285). The New Brighton City Council approved the agreement on March 8, 1977. (Resolution No. 1856). A revised development plan recently has-been prepared by staff in accordance with the aforementioned joint. powers agreement, and has subsequently been approved by the New Brighton City Council on March 17, 1979. The revised plan amends and refines-the preliminary plan approved in 1974. The subject plan is enclosed (maps and verbal description) and will be scheduled for County Board approval in the near futdre. _ The Metropolitan. Council has encumbered $423,200 which is or. will be available to fund Phase Land II of the Capital Improvement Program for .the Long Lake- Rush Lake site as outlined in the Master Plan. Since-the Council must have a complete, updated site Master Plan on file prior to disbursement of any • grant funds, the Parks and Open Space .staff has prepared a required maintenance and operation program, schedule and budget. that complements the amended site development lan. (Refer to attached memorandum of February 7, 1979 and May '30, 1979. Although the. Metropolitan .Council-has designated Ramsey County as the "implementing agency" (agency responsible for development, maintenance and operation), New Brighton has expressed an interest in expanding the joint planning effort to include a joint participation in the maintenance and operation of the consolidated Regional Park site. Elected officials and staff members from both New Brighton and Ramsey County-have discussed the issue of maintenance and operation responsibilities on several occasions. It was 'the general-consensus at these meetings that it would be politically expendient for both units of government to be involved. in maintenance. and operations through a fairly proportioned input of funds, personnel and equipment. A comprehensive maintenance and ope~atiQn-.schedule aid budget nas been prepared by staff for incorporation into the Master Plan, and use as ..the focus for _ determining the degree of program participation by Ramsey County and New Brighton. (Refer to attached memorandum of May 30,.1979}. It has been deter- mined by New Brighton and Ramsey County staff that a joint powers agreement - would be a suitable means to coordinate the desired joint participation and assign related responsib-i-lhies.- - (Refer to attached-point Powers Agreement). _ _ The Ramsey County Parks and Open Space Department -presently has joint powers agreements wi-th-municipalities for various services: (2)
