Director Park and Recreation <br />Re: Rice Creek Trail <br />As detailed in earlier correspondence from Ramsey County, the <br />County is requesting City approval of a-trail route through <br />New Brighton from Stinson Blvd. to the north end of the Long <br />Lake Park. This portion of the trail would link with the Anoka. <br />County system providing a trail from the Mississippi River to <br />Long-Lake Park, for hiking bicycling and Gros-country skiing. <br />Acquisition and development costs would be borne by the Metro- <br />politan Council, while the responsibility for operation and <br />maintenance rests with Ramsey. County. The planning and design <br />responsibility also rests with Ramsey County, however, the .City <br />must approve the trail route and subsequently must approve the <br />design before the project can be completed. It is anticipated <br />that acquisition of easements would begin in-late 1979 or 80 <br />with construction likely to occur in 1981. <br />The Park Board met with area .residents on May 16th (see minutes, <br />attachment A) to receive comments on the four alternatives pro- <br />posed by Ramsey County. There was a significant amount of <br />opposition to a trail in the creek area, however no opposition <br />was noted to the other three routes. The Park Board selected <br />and recommended for Council approval a bike/hike trail utilizing <br />Stinson Blvd. and Mississippi Streets and a cross-country ski <br />trail utilizing Minn. Transfer Railroad right of-way. Members <br />of the E.Q.C. and Planning Commission were in attendance and <br />concurred with the Park Board's decision,-however, they took <br />no formal action at the meeting. (See attachment 8 & C). <br />The Park Department staff supports the recommendation for the <br />following reasons. <br />_- _ l._ The routes selected offer an acceptable recreational <br />_. -- experience with minimal inconvenience .to ajoining resi- <br />- dential properties. _. - <br />
