10 <br />JS OK, with that I think we should open it to the people who are <br />here, and if , before you speak you would identify yourself - give <br />your name and address, the people who are keeping minutes can make <br />sure that those comments are a part of the record and in that way <br />we can bask the Park Board to review those, the Council can review <br />those, and the press might even carry them, etc, and that way we <br />can always fall back on them. If we would just follow those, I'll <br />try to recognize people in the order that they put up their hands. <br />If you have a question, address it to me and I'll refer it to the <br />appropriate person for answer. If you have a comment, then I think <br />you just take your comment, and then when you're completed we'L1 <br />take the next comment or question or whatever. I don't expect that <br />the Council or staff will reply to comments. Tf you have a question <br />ask it or to the question. If you're making a comment <br />that's for the record, we'll go on to the next one. Any <br />questions about that procedure? Okay, the .first, I'm sorry, is it <br />a question about what I just said? <br />Man No it's not. <br />JS Okay, okay, then we're ready to go, ah anybody who would <br />life to say anything regarding this concept plan and let me <br />reiterate again, this is a concept plan and it's a long way from <br />being cut and dried. It's a number of years before we even get <br />into this site. These things go in stages and this is kind of like <br />a working document. That doesn't mean that we should forget any <br />part of it. We ought to address everything that's in it, yes, but <br />it's not caste in concrete and there are plenty of chances along the <br />way to make those changes. There's no money allocated for one <br />thing, so there's no c~~nce that we're going to do any work on here <br />until the Council approves ~~ funds to do the work. And that's not <br />yet to happen and we have budget hearings and all those kinds of <br />things where we'll address those things. Okay, with that, who has <br />a comment. Yes <br />My name is Connie Weiss, I live at 180 15th Ave. N.W. I have a <br />question in regards to this overnight camping. <br />JS Go ahead <br />Connie Ah, I very. .strongly represent the Girl Scouting here in <br />New Brighton. The idea I think is really very nice but ~~ extremely <br />impracticle. Our facilities, the fa6ilities anyway that you're <br />describing here are , from my past experience, not good. From one <br />point you are too close in of the residential area. It would be <br />extremely difficult to maintain a group at that site without a <br />conflict from other residential people and I ~a~~e~'m not just <br />referring to other residential young people but I'm also referring <br />to older people. I've had similar experiences, we have a camp that <br />is located near White Bear. We have had an enourmous amount of <br />vandalism there to the point where we almost had to close the camp <br />down completely. Now this , I understand is just going to be a <br />camping area and your are still going to have overnight intruders <br />on the people that are camping there. There's going to be an <br />enormous amount of complaining because of it. I don't see any <br />reason to have overnight camping there for our particular groups <br />because you are potentially located within the city itself. <br />
