12 <br />defined passive as anything that's unorganized, that is, snow <br />mobiling, water skiing and similar uses, ball playing is a passive <br />use, however, if it's/~ organized, that is a tournament, a snow <br />mobile race, or a water ski race then it's active. I think that <br />it was our opinion, at least at that meeting, thatah such a <br />definition ~n the word passive is totally contrary to w~ia~'s nor= <br />mally accepted use. The other footnote it <br />regarding that is the ah the ah number of questionnaires that were <br />submitted. There was some mention in the proposed plan that <br />the questionnaire could not be used as a solid basis for development <br />of this park because only X12 ~eepe~.~e~ households responded. It <br />seems reasonable t conclude that those X12 return questionnaires <br />are a better basis for the public's opinion of how the park should <br />be used than any other basais that we have available. and further- <br />more ~.t appears that at least those people were the people inter- <br />ested in the develpment of Long Lake Regional Park. It should <br />also be noted that when you talk about the term passive that 86/ <br />of the questionnaires returned indicated specifically that they <br />wanted a passive use. 8/ discussed both a passive and an active <br />use. and 6/ desired an active use. And I think the definition <br />of active is further supported by the fact that ah the majority <br />of the uses which were received votes were ah were things that we <br />alsways recognize as passive uses like ah picnicking, nature <br />canter, bicycle trails, hiking trails, etc. Ah uses such as <br />tobaggan runs, ball fields, overnight camping, etc. were extreme- <br />ly low. And I think that it was our position, the position of the <br />Long Lake Home Owners Association ah and ah I think a reasonable <br />interpretation of that questionnaire that passive, in the sense that <br />it's normally defined, is the use that ah that ah ought to be made <br />~~ of this regional park. Another matter that came up here ah just <br />recently and crossed my mind, this isn't part of the resolution, but <br />I'm adding it on my own behalf, that is the question of whether or <br />not it's a regional park or a local park. Ah, I find it fiery <br />difficult to believe that this thing could get to the stage that it <br />got. That is a presentation to the City Council without some <br />determination of what uses are required in order to receive regional <br />funds, apparently there is no consideration of what uses we are <br />required to have in order to get regional ~ funds, so we aren't even <br />in a position to decide whether we want a regional park or a local <br />park at this point. I'm here not just representing myself but. <br />also the Winwood Terrace Homeowners Assoc. of t~hich I am preseident. <br />I would like to begin by saying that the Park Board should in a <br />number of respects be commended, altho I don't like the results <br />that they came up with. They did make an effort to find out what <br />the people wanted. I don't think they take good attention to those <br />surveys, but it should be noted that they did make a tremendous <br />effort to give the general public its say. Even granting the number <br />of things in this proposal that I don't like, I would like to say <br />
