MINUTES OF SPECIAL <br />PARK EOARD MEETING FEBRUARY 13,.1978 <br />All members present. <br />Minutes of February 1, 1978 meeting were approved as sub- <br />mitted. <br />Counci7.man Blomquist stated his opinion that the Board's <br />previous action regarding lake access was illegal because <br />it denied equal access to all persons. <br />Staff reviewed Long Lake Park Concept Plan for Environmental <br />Quality Commission members. Motion by Johnson, seconded by <br />Olson to reconsider approval of Long Lake Concept Plan <br />Motion carried. <br />Motion by Johnson, seconded by Kern to strike the words <br />"and be designed to accomodate non-motorized watercraft" <br />from motion designating boat access location from minutes of <br />February 1, 1978 meeting. Motion carried. <br />Motion by Dahl, seconded by Olson to reconsider the question <br />of boat access restrictions on Long Lake. Motion passed. <br />Motion by Dahl, seconded by Olson that water surface use on <br />Long Lake will be controlled so as to insure the health, <br />safety, and welfare of all citizens. These controls will be <br />specified in the Park Use Ordinance of the City of New Brighton. <br />The controls could include the following types of limitations: <br />1. Type of craft permitted <br />2. Maximum horsepower of motors <br />3. Type of motor <br />~. Noise restrictions <br />5. Speed restrictions <br />6. teas or zones of restricted operation <br />7. Season restrictions <br />8. Day of week restrictions <br />9. Hours of each day restrictions <br />10.
