SPECIAL MEETING OF THE ENVIRONMENTAL <br />QUALITY COMMISSION <br />DATE: Monday, Feb. 20, 1978 - 7:30 p.m. <br />PLACE: New Brighton Council Chambers <br />MEMBERS <br />PRESENT: Andreotti, Bensing, Perez, Ross, Zagar <br />PURPOSE: To formulate a resolution pertaining to the "Development <br />concept" for Long Lake and Rush Lake Parks as proposed by <br />the New Brighton Park Board. <br />RESOLUTION: <br />WHEREAS the New Brighton Environmental Quality Commission has <br />for the past several weeks undertaken a study of the Long Lake and <br />Rush Lake parks, and <br />WHEREAS the Long Lake Park is the property of New Brighton, and <br />WHEREAS Rush Lake Park is the property of Ramsey County, and <br />WHEREAS these parks will be used by residents of neighboring <br />communities, and <br />WHEREAS use of the parks will affect most directly the citizens of <br />New Brighton and particularly residents adjacent to Long La?ce, and <br />WHEREAS source of funding for management and operation of the parks <br />has not been specified, and <br />WHEREAS ownership and operational control for a joint park concept <br />has not been specified, and <br />WHEREAS a detailed park use plan has not been developed <br />NOW THEREFORE BE IT RESOLVED BY THE NEW BRIGHTON ENVIRONMENTAL <br />QUALITY COMMISSION THAT: <br />1. Ownership and operational control for the Long Lake Park be <br />retained by the City of New Brighton; <br />2. Incorporation of the Rush Lake site with the Long Lake site to <br />form a joint park proceed only after clear understanding of <br />ownership and operational control of the Rush Lake site be <br />developed with Ramsey County <br />3. The Park Board of the City of New Brighton be ~,nstxucted to <br />prepare a detailed development plan for the park prior to <br />initiation of park improvements with such plan to be .reviewed <br />by the community and appropriate city commission. <br />
