Project prioritization should take into account ~c.~hat:~other <br />projects are precluded or made possible. <br />Discussion <br />The timing guideline more than any of the others serves <br />as a priority modifier. It places projects in realistic <br />:perspective in terms of the wide .range of variables which affect` <br />a given project. It, for instance, .provides direction .for .the <br />utilization of outside dollars. It recognizes the impact df <br />>thecapital plan on the operational budget. It attempts. to <br />coordinate the New Brighton plan. with capital projects of other- <br />jurisdictions.
