Projects shouldbe scheduled as soon as practical with-. <br />in the legal .restrictions. of individual .fund. accounts. <br />B. The City's prioritzzation,of a project should take <br />into account r, <br />1, Coordination with available State and Federal <br />grants. <br />2. Coordination with ..projects of other governmental <br />units and utilitycompanies. <br />3. Coordination with other city projects. <br />C, Projects should be scheduled within.. the operational <br />-:and budgetary capabilities-of the city'includingo <br />1. Capabilities for planning and design of a project. <br />2. Capabilities of, construction management. <br />3. Capabilities for maintenance .and operations. <br />D; _ Projectscheduling should"keep in mind whether a <br />project is a producer of operational income or a <br />user of operational resources. <br />E. Project prioritization should take into account ~c.~hat:~other <br />projects are precluded or made possible. <br />Discussion <br />The timing guideline more than any of the others serves <br />as a priority modifier. It places projects in realistic <br />:perspective in terms of the wide .range of variables which affect` <br />a given project. It, for instance, .provides direction .for .the <br />utilization of outside dollars. It recognizes the impact df <br />>thecapital plan on the operational budget. It attempts. to <br />coordinate the New Brighton plan. with capital projects of other- <br />jurisdictions. Nevertheless, the. guideline 'is not intended to <br />stand on its own, but rather used after guidelines T and II <br />are,-first taken into account. <br />x <br />IV. -Projects Should be Scheduled to Provide a Balance of Physical <br />Facilities. - <br />A.
