The basic reasoning, underlining
_ ~ th.~~.'position is that traffic should be channeled tb the
~ ~..sxgn~7.~.~ed intersection in order to be able to make turning
. • .; `> ms~t~ements dossing Silver Lake Road with a minimum of conf ct. .i.
~ ~ _= ,,: ~t :~a, their feeling that traffic ,from the northwest area which
' ~ rlc~w'~.~nte~s and leaves Silver Lake Road at 15th and 16th Streets
'will;vex~y probably move down'29th to 14th to the intersection.
~ t , if ;there >is' a semaphore there in the future. ' Of 'course, a
~. ~ V~c~~ion ; of part 'of 29th would preclude this or force a bypass.
,,..using. 8th' Ave. NW. ;,
~~ . ~ `~ We have some. traffic information for streets in ;the general
~~' ' ' 'area, of 'the' park. The average daily' traffic count for streets .,~,
in°;the area: is shown on the attached map. It appears from these ,,~~.::
figures, that there is a considerable amount bf traffic from ~'~
Fridley and New Brighton which uses 16th St. 'between Silver Lake
Road`and the City boundary. From travel behavior nventory'studies
~- .r. ~ '.done` a few years ago, -and from traffic engineering studies done
f~?~„-the ;Farr 'development, we can assume that~`most of the 1400
'`~,aizps Un 16th St. :are either heading to or coming from the south.
' ~ ` ~ . Tx•af f is .leaving the area and, heading ,south does not face a ma j or
~` ~' ~ ` conflid at Si1ve~~Lake Road at most times of the day because
~.`t dcaes not have to cross any lanes of traffic, It's quite possible
,,
tha-~ most. of this traffic would continue to use I6th .Street in` the
x;~
r t~ ~_future even if there were`a light at 14th Street. North bound
tra~fi.c, however, which: wishes to enter the area. west of Silver:
'~~Z3ke Rbad would be highly likely to use the semaphore at 14th Street
:~ ~- ' `` ~ in~x.c~rder to' facilitate- crossing the south bound lane. On this
~,.~ '., basis:,_we can probably assume that about half of the total trips
~:.. ..
'. -,~ now can 1.6th Street would probably divert to 14th Street and
~~~ ` -29tk~ Aveq L~TW when the semaphore was put in.
w
~=
~t appears then that about 700 vehicle tripsper day will
~: ,
k~. be„added to the existing. traffic volume when 14th:Street is
Y, ,constructed and a semaphore installed. The park-.itself-.will,
of course, generate further traffic, though we do not know exactly
~~ .how-much. The general result, once 14th Street, the semaphore
,:~.' and'~the park are in, will be that~traf=is volumes on .29th Ave.
~.' ,'w~.~.1-be: about. twice those on a typical residential .street.
~_ ~ o , .,
q
~, , ~ .
~. ;,',.while diverting larger amounts of traffic past the park and
' . ark rust he.hcimes on' 29th Ave, and 14th Street `is, per se,
h~''~ ~.undasi~able, it will have the effect of f~.cilit~.tinc~ .,traffic
~ ,: ,
~'movament on Silver 'Lake Road.
