Broad community involvement in decision-making, including the <br />establishment of present and future need .and desire for the project. <br />3. Diversified programming (a program which considers a variety of <br />ages, skills interests, incomes}. <br />4. Compatibility with the environment. <br />5. Avoids unnecessary,duplication. <br />6. Sharing resources. <br />~~-~~~~ <br />In addition to the support position, League members commented on the <br />need for space in neighborhood parks for a variety of activities to <br />serve all types of residents. Some indicated that the immediate <br />neighborhood should be consulted in regard to a neighborhood park's <br />development. Some members indicated that larger parks should be <br />accessible, provide more nature-oriented activities, contain picnic <br />facilities and preserve and protect water quality of water bodies <br />within their boundaries. They stated that recreation department <br />activities should be reasonably priced and should consider the cost <br />of equipment necessary for the course. <br />The League also presented an apple tree to be planted in a City park. <br />Girl Scouts - Bev Aplikowski appeared representing the Girl Scouts <br />requesting permission to build and install a totem pole at Totem Pole <br />Park. Motion by Gunderman, seconded by T~Teissman that the Board was in <br />favor of such a project. Motion carries< 6 Ayes, 0 Nayes. <br />5th Street Park Site - The following excerpts from the 1972 Comprehensive <br />Park and Recreation Plan constitute a basis for inclusion of the 5th <br />Street site in the 1975-80 Capital Improvements Plan. <br />- The City should "provide a recreation open space area within walking <br />access of every resident." <br />- Consideration should be given to the co-development of Village <br />property at 5th Street N.W. and Driftwood for both a water treatment <br />plant and a recreation area. The tttiTo uses should be compatible and <br />this neighborhood (VIII) needs a recreation area. <br />Larry Holmberg, 2287 Hillside Avenue, St. Paul, representing Salem <br />Covenant Church, reviewed past efforts by the Church to develop the site <br />and offered the church's assistance in final development. <br />
