<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />December 9, 1986 <br /> <br />Council Business, continued <br /> <br />Schmidt agreed we should identify to what extent we have a prob- <br />lem and then develop a plan of action to be able to develop a <br />unified front of the cities to have a group have contact with the <br />legislature. <br /> <br />Motion by Schmidt, seconded by Williams, to DIRECT STAFF, INCLUD- <br />ING LEGAL COUNSEL, TO ASSESS THE COURT'S EFFORTS AND INTENT AND <br />TO WHAT EXTENT THEY WILL BE MOVING THE JURY TRIALS AND OTHER <br />MATTERS OUTSIDE THIS COURT SYSTEM AND RECOMMEND ACTION FOR THE <br />CITY OF NEW BRIGHTON TO PARTICIPATE WITH OTHER CITIES IN RESOLV- <br />ING THE MATTER LEGISLATIVELY VERSUS JUDICIALLY. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Brandt asked to have the Seminary Estates street light matter <br />removed from the Consent Agenda because she believed the curve <br />from Seminary Drive along with the distance between the light on <br />Stinson Boulevard and the proposed light on Yankton College Drive <br />justifies another street light. <br /> <br />Proper reported he was not sure of the distance but would check <br />and report back to council. <br /> <br />Motion by Gunderman, seconded by Schmidt, to WAIVE THE READING <br />AND ADOPT A RESOLUTION ORDERING THE INSTALLATION OF FIVE NEW <br />STREET LIGHTS IN THE SEMINARY ESTATES SUBDIVISION, AND TO HAVE <br />STAFF DETERMINE THE POSSIBILITY OF LIGHTING SEMINARY DRIVE <br />BETWEEN STINSON BOULEVARD AND YANKTON COLLEGE DRIVE. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />As Winkels had not yet arrived, Locke reviewed the progress to <br />date and distributed plans Winfield Developments, Inc. is current- <br />ly using for the financing and development portions of the pro- <br />ject. The key ingredient is financing for the project and <br />Winfield has hired Jay O'Neil. Winfield has asked the city to <br />put up a leasing sign on the site. Winkels has met with Sinda, <br />Locke, and Jim O'Meara (representative of bond counsel, O'Connor <br />& Hannan) and a draft development agreement is being prepared for <br />the a council agenda in January.
