She presented a draft and requested that <br />the Baard review the draft and provide comments at their next meeting. <br />The draft included five sectionso goals, existing system, needs, plan <br />and implementation. The Board agreed to the request and asked that <br />copies be provided for those members T.nrho were not in attendance. <br />Pemtom Property - 20th Avenue S.W. and County Road E <br />James Strauss appeared before the Board to discuss the request that the <br />City purchase the 5-acre parcel on the southwest corner of County Road E <br />anal 20th Avenue S.W. for park purposes. He stated that he had investi- <br />gated all known methods of financing this site, including state and <br />federal programs, and had met with no success. He commented that the <br />only apparent source of funds is the City of New Brighton.. He requested <br />that the Park Board indicate whether finance was the only reason that <br />this site was not in the Comprehensive Plan and the development work on <br />the Silver Oak School grounds Vas. He stated that if financing was <br />'p'erceived to be the only problem, then his group would pursue this <br />proposal as far as possible but if the Board does not feel that the <br />Pemtom site belonged in the park system, then they would probably let <br />the matter drop. Zr?eissman commented that tr~e Board should decide what <br />they want and let the Council decide what it was going to get. Dahl <br />stated that the cost of the pro~;ect could not be ignored, as the price <br />paid for the recreation areas in this neighborhood would affect monies <br />available for other parts of the park plan. Cook stated that the Pemtom <br />site would provide additional open space and the Silver Oak site was <br />already in public ownership9 therefore, the Board should attempt to <br />acquire the additional property. It was pointed out to the Board that <br />there was a possibility of a precedent being set and that if it were <br />decided to purchase this site, then the Board would 'ae faced with identic~. <br />requests every time another piece of property came up for a rezoning. <br />Smith Stated that if the concern U?as about a park, then the area residents <br />should promote the expansion of the Silver Oak site. Weissman stated <br />that the Board had to make a choice. Smith moved to recommend to the <br />Council that the Pemtom property be purchased for park purposes. <br />.Seconded by Dahl. Dahl withdrew her second. Smith withdrew his motion.. <br />Smith recommended that the Council not consider purchase of the Pemtom <br />site for park purposes and that the Board reaffirm its support for the <br />Silver Oak School property. Seconded by Dahl. Motion carried 5-0. <br />Hansen Park <br />Sullivan indicated that several of her neighbors had brought to her <br />attention problems of misbehavior in the park. She reported that <br />apparent drug use, fighting and general rowdiness i~ras occurring. She <br />asked what could be done to deal with this situation. It wa,s noted that <br />these problems were not confined to Hansen Park but Caere symtom_patic of <br />problems throughout the community. Several possible solutions were <br />discussed. Tt was decided to attempt to set up a meeting between can- <br />cerned residents, a representative of the Park and Recreation Department <br />and a member of-the police force. <br />
