PARK BOARD MEETING
November 7, ?_973
Meeting was called to order at 8a0O p.m.
Board members present: Cook, Dahl, Gunderman, Sherlock, Smith,
Weissman and Council Representative Eagon.
Board members absent: Hagemeyer.
Others presento Barry Bauer, Community Education Coordinator9 Fritz
Tn~erdouschegg, Linda Werdouschegg, Jack Eagon, Village Residents9 Charles
Corlett, Department Intern and Robert Wickland, Director of Parks and
Recreation.
Minutes of the regular meeting of October 3, 1973, were approved as
submitted.
District 621. Community Education Program
Mr. Barry Bauer, Community Education Coordinator for Mounds View School.
District, appeared before the Board to discuss the program for which
he is reponsible. Mr. Bauer explained that one of his primary respon-
sibilities would be scheduling of school facilities in order to
facilitate community use of existing facilities. His Department was
going to centralize and coordinate scheduling for all district school
buildings. He is also going to-serve as a liason between the School
District and municipalities within the school district, including the
development of joint-powers agreements to increase a leisure service
available to area residents. One significant ramification of the new
program is that the School District is eliminating its involvement in
"recreation" programming. The villages will be responsible for assuming
this type of programming in the future and will have ready access to
all school facilities, including pools, in order to discharge this
responsibility. Mr. Bauer also noted that his office would be working
with the Ramsey County Open Space System on environmental education
sites and programs, applying for federal funds for Senior Citizen
programs and also would be working with the various villages to
coordinate recreation programs within the school district.
Freedom Park Tennis Courts
In response to a petition from residents of the Freedom Park area,
the Department studied the possibility of installing a tennis court at
Freedom Park. It was determined upon interviewing several people that
clay tennis courts were uneconomical, both in installation and main- ..
tenance. Therefore, consideration was given only to bituminous tennis
courts. School District 621 was approached concerning the possibility
of:installing the courts on the Pike Lake School site. The district
staff indicated that the School Board was amiable to coordinating
projects .but that a more formal request was necessary before a firm
answer could be given. The Department included additional tennis
courts in its Capital Improvements request and they were scheduled
for future development as the budget present3y stated. However,
