.y <br />PARK BOARD MEETING <br />November 7, 1..973 <br />Meeting was called to order at 8x00 p.m. <br />Board members present: Cook, Dahl, Gunderman, Sherlock, Smith, <br />~Teissman and Council Representative Eagon. <br />Board members absent: Hagemeyer. <br />Others presente Barry Bauer, Community Education Coordinator9 Fritz <br />U7erdouschegg, Linda Werdouschegg, Jack Eagon, Village Residents9 Charles <br />Corlett, Department Intern and Robert Wicklund, Director of Parks and <br />Recreation. <br />Minutes of the regular meeting of October 3, 1.973, were approved as <br />submitted. <br />District 621 Community Education Program <br />Mr. Barry Bauer, Community Education Coordinator for Mounds View School <br />District, appeared before the Board to discuss the program for which <br />he is reponsible. Mr. Bauer explained that one of his primary respon- <br />sibilities would be scheduling of school facilities in order to <br />facilitate community use of existing facilities. His Department was <br />going to centralize and coordinate scheduling for all district school <br />buildings. He is also going to serve as a liason between the School <br />District and municipalities within the school district, including the <br />development of joint-powers agreements to increase a leisure service <br />available to area residents. One significant ramification of the new <br />program is that the School District is eliminating its involvement in. <br />"recreation" programming. The villages will be responsible for assuming <br />this type of programming in the future and will have ready access to <br />all school facilities, including pools, in order to discharge this <br />responsibility. Mr. Bauer also noted that his office would be working <br />with the Ramsey County Open Space System on environmental education <br />sites and programs, applying for federal funds for Senior Citizen <br />programs and also would be working with the various villages to <br />coordinate recreation programs within the school district. <br />Freedom Park Tennis Courts <br />In response to a petition from residents of the Freedom Park area, <br />the Department studied the possibility of installing a tennis court at <br />Freedom Park. It was determined upon interviewing several people that <br />clay tennis courts were uneconomical, both in installation and main- .. <br />tenance. Therefore, consideration was given only to bituminous tennis <br />courts. School District 621 was approached concerning the possibility <br />of:installing the courts on the Pike Lake School site. The district <br />staff indicated that the School Board was amiable to coordinating <br />projects but that a more formal request was necessary before a firm. <br />answer could be given. The Department included additional tennis <br />courts in its Capital Improvements request and. they were scheduled <br />for future development as the budget presently stated. However, <br />
