PARK BOARD MEETING <br />September 5, i-973 <br />Meeting was called to order at 8;00 p.m. <br />Board members present> Cook, Dahl, Gunderman, Hagemeyer, Sheri©ck, <br />Smith, Weissman and Council Representative Eagon. <br />Board members absents None. <br />Others present< Carl Vogt, Environmental Science Foundation; Bernard <br />Edmonds, Ramsey County Open Space; Village residents and Robert Wicklund, <br />Director of Parks and Recreation. <br />The minutes of the regular meeting of June 27, 1973 were approved as <br />submitted. <br />Petition for Tennis Courts at Freedom Park <br />A.s the petitioners were not present, this item was deferred until a <br />future date. <br />Planning Environmental Activities <br />Carl Vogt of the Environmental Science Foundation made a presentation <br />concerning the services which his firm can provide. Environmental <br />Science Foundation is a non-profit organization of planners, consultants <br />and environmentalists. Their emphas3.s is working with the land to <br />satisy man's needs without attempting to modify it in any man-made way. <br />For example, at Hansen Park two problems he noticed were the number of <br />dead oak trees and the drainage problem. His firm would recommend the <br />oak trees be replaced with a more tolerant species and a variety of tree <br />types be planted. They would deal with the drainage problems not by <br />excavating and backfilling but by molding the existing material. He <br />stated that they provide an environmental aspect to a park system which <br />could be correlated with active uses. tr~ithin this general philosophy <br />.they provide a wide range of services. A subcommittee consisting of <br />Marv Cook, Ellen Dahl and Lenore Parham was appointed to consider <br />specific Village needs in this area so that the range of potential ser- <br />vices could be narrowed. <br />Ramsey County Proposal for Rush Lake <br />Earlier this year Ramsey County Open Space staff requested Village <br />authority to purchase some 80 acres surrounding Rush Lake. The Village <br />Council approved this request subject to certain conditions. One of <br />these is ~tYiat a written agreement be approved between the Village of New <br />Brighton and Ramsey County outlining development plans, access routes, <br />
