k
•.
PA.RI~ BOARD MEETING
JUNE 6, 1973
NIeeting was called to order at 805 p.m.
Board members present° Cook, Dahl, Gunderman, Hagemeyer, Sherlock,
Smith, Z~deissman and Council Representative Eagon.
Board members absent: None.
Others presents Les Formell, Gene Partyka, Planning Commission; Mrs.
Richard Neuman and Robert M. T,~licklund, Director of Parks and Recreation.
Agenda additions° Change of Meeting Date, Community Facilities and
Ice Arenas.
Zhe minutes of the regular meeting of April ~, 1.973 were approved as
submitted.
Community Facilities
Les Formell and Gene Partyka, representing the New Brighton Planning
Commission, appeared to discuss the community facility. component of
the Comprehensive Plan. As Parks and Recreation is a subcommittee of
this component, they were soliciting input from the Park Board. Formell
stated that the Park and Recreation section would include three areas
general goal; an inventory of existing facilities and plans for the
next 0-5, 5-10 and 10 + years. They also indicated that the Planning
Commission was interested in the Park BoardTs recommendations on Rush
Lake. The Park Board indicated that it was in favor of the acquisition
cif Rush Lake by Ramsey County for open space with certain reservations.
Tk~.e disposition of the Mississippi extension is one reservation and the
nature of a cooperative agreement in terms of developing and operating
the Rush Lake - Long Lake - Rice Creek area. is another.
Sherlock noted that Rush Lake became an open space consideration only
after Ramsey County began its overtures to the Village. He further
noted that financing it would be difficult for the Village to attempt
to acquire Rush Lake.
In terms of long range acquisition, it is the intention of the Park
Board to provide IZ acres of recreation open space per 1.00 population.
The .present Comprehensive Park Plan will provide this sufficient open
space for a population of 50,000. The Board also had adopted as a
goal that a recre~.tion area be accessible (inside physical barriers
such-as freeways, county roads, etc.) to every resident. Therefore,
the Board has as its goal to acquire sufficient park land to meet these
criteria. If future life styles create a population density unforeseen
at this time, the pattern should be flexible enough to respond to
such an occurrence.
