<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />November 25, 1986 <br /> <br />Council Business, Continued <br /> <br />Motion by Schmidt, seconded by Gunderman to ADOPT THE RESOLUTION <br />DESIGNATING THE LNR PROPERTIES BUILDING AS AN AREA OF SPECIAL <br />CONTROL AND TO ADOPT THE RESOLUTION APPROVING SPECIAL USE PERMIT <br />SP-136. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Mattila requested that consideration of LP-199 be moved to the <br />end of the agenda due to the fact that the applicant was not yet <br />present. <br /> <br />Motion by Schmidt, seconded by Williams to MOVE THE ITEM TO THE <br />END OF THE AGENDA. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Mattila briefly reviewed the staff report concerning the request <br />for site plan review of a proposed addition and drive-through <br />window for an existing restaurant; and noted the Planning Commis- <br />sion agreed to review the concept plan at their last meeting, in <br />response to a request by the applicant. Matilla further stated <br />the Planning Commission has been sent copies of the staff report <br />and site plan; and that he had spoken with the Commissioners and <br />they are in agreement with staff recommendation. <br /> <br />Motion by Gunderman, seconded by Benke to APPROVE LP-203 SUBJECT <br />TO CONDITIONS OUTLINED IN REPORT 86-301. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Sinda had nothing to add to staff report recommending a motion <br />to authorize an agreement with Government Training Service for <br />consultant services in conjunction with the Team Building/ <br />Strategic Planning Workshop. <br /> <br />Motion by Gunderman, seconded by Brandt to AUTHORIZE THE MAYOR <br />AND CITY MANAGER TO EXECUTE AN AGREEMENT WITH GOVERNMENT TRAINING <br />SERVICE FOR CONSULTANT SERVICES NOT TO EXCEED $3,475.00. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Mattila briefly reviewed and explained staff report concerning a <br />request for site plan review of a proposed retail center; stated <br />the Planning Commission recomnends approval subject to conditions <br />outlined in the report. <br /> <br />Mattila further stated that he recommended addition of Item 5 and <br />Item 6 to the recommendation: Item 5 - that the retail center <br /> <br />Page Ten <br /> <br />LP-199, Winfield <br />Retail Center <br />Report 86-300 <br /> <br />LP-203 <br />Taco John's <br />Report 86-301 <br /> <br />Team Building <br />Workshop <br />Report 86-302 <br /> <br />LP-199 <br />Winfield Develop- <br />ments, Inc. <br />Report 86-300 <br />
