~ ~2~ <br />to that of last year's institute. There will be three major areas <br />of concern: finance, trails and open space and planning at the <br />local level. There will be speakers on all three areas, as well <br />as discussions in small groups. This will be followed by:a full <br />session on citizen involvement in problem solving. All Board <br />members should plan to attend. <br />Trails <br />'The Board reviewed the final draft of the trail map as developed <br />by Terry Aitken of the Citizens Study Committee. The Board expressed <br />its appreciation for Mr. Aitken's efforts and requested he be asked <br />to attend the May meeting for a brief discussion. <br />Goals for 1873 <br />The Board discussed the validity of attempting to set goals on a <br />yearly basis. There was confusion over what kinds of projects were <br />appropriate for the Park Board's involvement. One obvious approach <br />is to study and report on various problems. It was suggested that <br />the idea be broadened to include more than one years time span. Each <br />Board member was requested to submit written suggestions for Park <br />Board goals to the Department prior to May 9, 1973. These will be <br />sent out with the agenda and discussed at the May meeting. <br />Department Report <br />1. The Board received copies of the updated Comprehensive Park <br />P~.an. It was noted that this plan was the basis for the Depart- <br />ment's Five Year Capital Improvements Budget and was an extremely <br />significant document. <br />2. The Village Council and Ramsey County have approved a resolution <br />for County purchase of the Rush Lake area. The resolution <br />includes several stipulations including the requirement for a <br />written agreement between the Village and the County as to , <br />development and operating plus. The agreement must be completed <br />by September 1973• <br />3. The Lighting Committee has held its first meeting and will be ` <br />meeting ©n April 18 with representatives from the School District'. <br />,; <br />Shoreview and Arden Hills. <br />~-. The Board was notified by the Council there will be a Public <br />Haring on the Capital Improvements Budget on April 25. Cook <br />and Dahl were appointed to represent the Park Board at that <br />hearing. <br />
