L <br />1~~ <br />Sherlock pointed out that before discussing possible sites for a <br />community center the planner should determine if in fact.. we need a` <br />community center and, if so, what function it should serve. <br />Smith stated that a community center need not necessarily be a recrea- <br />t3.on building, it could serve many other civic functions as well. <br />Dahl indicated that: she would appreciate more specific recommendations <br />as to a circulation system within the Village,'i.e., trails, sidewalks, <br />Abbott replied that a circulation system at this time was somewhat late <br />as many pressures will result from existing development. However, he <br />felt that mayor facilities should be connected by some kind of path <br />system. <br />Dahl requested that the planner explore potential methods of access <br />for residents in the northwest corner of the Village to cross Silver- <br />Lake Road to the Sunnyside School/Sunny Square Park complex. <br />Sherlock stated that a circulation system is going to be difficult to <br />sell in New Brighton. Not only in determining location but in deter- <br />~mining maintenance. The Board requested that the planner specifically <br />explore the need, type and location for a community center with <br />particular attention paid to locating it in a commerc~.aL_area on a site <br />big enough to support a lighted athletic facility. They also requested <br />that a more specific plan be proposed for a circulation system with <br />the Village. <br />Gunderman also noted that in the report it was mentioned that mere <br />attention should be paid to the quality of park facilities as opposed <br />to quantity. He stated that the Board concurred with this, however, <br />before developing quality you have to have land to do it on, <br />Metro Council Watershed Meetings <br />The Board was informed that the Metro Council has presented a first <br />draft of its proposal for a Metropolitan Open Space System. Signifi- <br />cant aspects of this report are as follows, <br />1. A regional park system will be developed with the counties being <br />the operational agents. Metro Council will not be acquiring, <br />developing or operating park sites themselves. <br />2. Municipalities will retain control over their internal park systems, <br />however, Metro Council will be requiring Comprehensive Plans, <br />Capital Improvement Programs and other criteria when evaluating <br />_ municipal applications for federal grants. All of the requirements <br />are being accomplished in New Brighton so it does not present any <br />problem to our Village. <br />
