Gunderman asked if boat traffic could be restricted on Long Lake through legal means. It was noted that boat launching facilities can be re- stricted but not actual use of the water. Certain restrictions can be built-in by design. Hemmings reiterated the fact that the primary concern was preservation of the land and use was secondary and would be allowed only if compatible with the preservation. Smith moved that the Park Board recommend to the Village Council that the Ramsey County proposal f. or acquisition of the Miller property on Rice Creek be approved with the provisions that no alteration or mod- ification to the existing geography of land and water take place with- out New Brighton Village Council approvals Seconded by Cook.. Motion carries. Discussion of Community School The Board received an outline concerning the implementation of the School District 62l Convnunity School Program in New Brighton. Hagemeyer moved that the outline be accepted as submitted.. Seconded by Smith, Motion carried. Discussion of Lighting School Hockey Rinks It was explained to the Board that several meetings had taken place concerning the lighting of school hockey rinks. The ~oroposal for Irondal.e High School had fallen through due to the lack of a warming facility near the rink and the lack of funds available to construct such a facility. However9 the rink at Highvievr Junior High School appeared to amenable to lighting, as the school district vrould provide a part of the school building available as a warming facility. the school Urould also ~~rovide ru'ober matting for the floors and shatter- proof glass on the doors . The Village in turn ~ ti~Tould hwve to finance the installation of lights, the supervision of the rinks and the rental of outside restrooms. Hot~rever9 the school district could not provide a free-skating area at this time due to inadequate drainage. Smith moved that the Park Board recommend to the Council that they enter into an agreement titi~ith the school district t~rhereby the Village would finance the lighting of the hockey rink at Highview Junior High School under the following conditions 1.
