He stated <br />that development carrrnaintain the environment and create a profitable <br />tax base and he does not believe the property should be acquired for <br />park land, speaking as a developer and as a resident. <br />Gunderman asked if boat traffic could be restricted on Long Lake through <br />legal means. It itiTas noted that boat launching facilities can be re- <br />stricted but not actual use of the water. Certain restrictions can be <br />built-in by design. Hemmings reiterated the fact that the primary <br />concern was preservation of the land and use t~ras secondary and would <br />be allowed only if compatible ti•,rith the preservation. <br />Smith moved that the Park Board recommend to the Village Council that <br />the Ramsey County proposal for acquisition of the Miller property on <br />Rice Creek be approved with the provisions that no alteration or mod- <br />ification to the existing geography of land and water take place with- <br />out New Brighton Village Council a~~proval. Seconded by Cook. Motion <br />carries. <br />Discussion of Community School <br />The Board received an outline concerning the implementation of the <br />School District 621 Community School Frogram in Neer Brighton. <br />Hagemeyer moved that the outline be accepted as submitted. Seconded <br />by Smith. Motion carried. <br />Discussion of Lighting School Hockey Rinks <br />It was explained to the Board that several meetings had taken place <br />concerning the lighting of school hocl~ey rinks. The proposal for. <br />Irondale High School had fallen through due to the lac k_ of a ti•;arming <br />facility near the rink and the lack of funds available to construct <br />such a facility. However, the rink at Highvie~%r Junior High School <br />appeared to amenable to lighting, as the school district c•rould provide <br />a part of the school building availab le as a warming facility. The <br />school vrould also ?provide rubber matting for the floors and shatter- <br />proof glass on the doors . The Village in turn ~ t~rould have to finance <br />the installation of lights, the supervision of the rinks and the rental <br />of outside restrooms. However, the school district could not provide <br />a free-skating area at this time due to inadequate drainage. <br />Smith moved that the Parlr Board recommend to the Council that they <br />enter into an agreement r~~ith the school district ~~rhereby the Village <br />would finance the lighting of the hocke~r -rink at Highview Junior <br />High School under the f olloti~ring conditionso <br />1.
