. • • <br />which is already developed does not seem to require County involvement as far <br />as the Board is concerned but the land east of Long Lake bordering the creek ' <br />would be of value. The Board requests that the County preserve in a natural state <br />100 feet on either side of Rice Creek or as far out as the flood plain goes. <br />The Rush Lake area should also be preserved in its natural state and considered <br />as the site of a nature study center for the north suburban area. <br />The third item on the agenda is a discussion of how the County Plan will relate <br />to each communities park plan. As far as Fdew Brighton is concerned the land <br />along Rice Creek significantly affects the Village park system because it <br />provides the County access to Long Lake. The Board expressed concern as to the <br />effect of additional people and boats on the lake, On the positive side preser~- <br />vation of the land would provide additional natural, green space around Long <br />Lake Park. The Rush Lake area affects l~ew Brighton because of the large area <br />of land taken off the tax rolls and because of its proximity to Long Lake Park. <br />The possibility of selling the Long Lake property to the County in order to <br />accelerate development was discussed. Sherlock w3.11 lead the discussion on <br />items 2 and 3 at the September ZS meeting. <br />The fourth item on the agenda is to determine what action on the plan has been <br />prop®sed or taken by each community. The Park Board decided that at this point <br />it caould urge a cooperative action among the communities present. Sherlock <br />stated that rather than worry about what the County might or might-not do it <br />was time for the community to decide what it wants or does not want and to go <br />after it. The communities "should be persuaded against assuming on all or nothing <br />position and be encouraged to consider the requirements of the overall north <br />subur~n area. The fifth item on the agenda is to discuss the willingness of the <br />communities to cooperate in dealing with the County and this is related to the <br />fourth item. It was suggested that a cooperative committee be established <br />among the various communities to further the interests of the north suburbs <br />with regard to County Plan and possibly to continue for general purposes. <br />Hagemeyer will handle items 4 and S on the agenda. <br />The Board requested that administration obtain a Legal interpretation of the <br />word "develop" as it occurs on Page 2; Subdivision 4; Lines 22 through 1b in <br />the enabling act for the County Plan. <br />DUTCH ELM DISEASE <br />The Board received an administrative report on Dutch Elm Disease. <br />GENERAL <br />Gunderman notified the Board that he h~.s accepted an invitation to make a <br />presentation on parks to the Jaycees, September 16. <br />Smith requested that the Board as individuals support the County's fee <br />schedule for arena use. <br />Dahl requested that the Board discuss a five-year plan at a future meeting. <br />The Board's role and its philosophy should be included. <br />Tl~e possibility of maintaining a file of persons willing to assist on Board <br />projects was discussed. <br />42_ <br />
