<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />October 14. 1986 <br /> <br />Public Hearings. continued <br /> <br />Matilla reviewed staff report concerning a request to subdivide a <br />2.2 acre parcel into four single family lots and explained the <br />Rice Creek Watershed District's concern about the water retention <br />beyond the site. Mati11a stated the applicant will comply with <br />the District's recommendations and noted that staff recommends <br />approval of the minor subdivision. <br /> <br />Benke asked if four lots are being carved out of a larger parcel <br />which includes the pond and the area to the north of the pond; <br />Mati11a responded they were not. <br /> <br />Benke asked what is to the north of the parcel; Mati11a stated <br />the area is also elongated lots which are zoned R1 and are <br />currently vacant. Mati11a further stated that the excavation <br />will take place on the applicant's parcel. the plan proposes <br />excavation from Lot 1 to Lot 4 and part of Lot 3. <br /> <br />Schmidt asked for an approximation of how much excavation and <br />fill will be required to make Lot 4 buildable; Proper indicated <br />approximately 200 cubic yards will be moved from Lot 1 to Lot 4. <br />or about 20 truck loads. <br /> <br />In response to Schmidt's concern for poor soil conditions and <br />construction on same. Frank Biedny. owner of F & H Investment <br />Co.. Inc.. explained there will be several soil tests done <br />because he does not wish to build homes in poor soil. and that <br />there may be a need for deep footings. <br /> <br />In response to Schmidt's question. Proper stated it is customary <br />now to require thorough soil borings and, if the original soils <br />are not very deep. he can possibly get by with deep footings or a <br />foundation on pilings. Proper stated his concern was with the <br />fill and backhoe excavating. <br /> <br />Biedny stated the homes will have walkouts rather than full base- <br />ments. <br /> <br />Proper stated any storm sewer problem can be worked out. <br /> <br />Larry Swenson, 2700 - 14th Street, owns the property west of the <br />property in question and expressed concern that the fill will <br />adversely affect drainage to his yard. <br /> <br />Benke feels the fill would facilitate rather than oppose adequate <br />drainage; feels there is a small amount of ponding; Proper stated <br />there will have to be a proper swail and he will be sure it is <br />done properly. <br /> <br />Benke stated that one of the conditions as proposed is that the <br />final excavation, fill, and grading of the site be approved by <br />the City Engineer who will be sure adjacent properties are not <br />adversely affected by the drainage. <br /> <br />Page Three <br /> <br />Subdivision: F & H <br />North of 14th St. <br />N.W. between 26th <br />and 27th Avenues <br />Report 86-235 <br />Resolution 86-102 <br />7:46-8:0Bpm <br />
