<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />October 14, 1986 <br /> <br />Public Hearings, continued <br /> <br />Mark Houge, Harstad Companies, stated he concurred with Locke's) <br />presentation and had no further comments. <br /> <br />Matilla stated the Planning Commission held a special public <br />hearing last night for the rezoning and minor subidivision and <br />Matilla then briefly reviewed the actions taken: approval of <br />minor subdivision and rezoning; requested council to direct staff <br />to study feasibility of access for the proposed office building <br />site which came from concern expressed by Mr. Ralph Steiner. <br /> <br />In response to Benke's question, Kenneth Briggs, Harstad <br />Companies, stated he believes it is Atonement Lutheran Church's <br />wish that Harstad not transfer their property from Harstad's site <br />through Atonement's site to Rice Creek Road. With regard to the <br />amount of traffic being generated by the proposal, Briggs felt <br />the proposal would generate less than one percent of the current <br />traffic on Creek Road. Briggs further explained those using the <br />office building would do so during non-rush-hour traffic. <br /> <br />Benke recalled some discussion about the church using the office <br />parking lot for overflow parking and, if that were the case, <br />asked if there would be a connection between the two and, if so, <br />asked if that would encourage transverse movement through church <br />property; Briggs stated there is a portion in the Purchase <br />Agreement to allow the church to use Harstad's parking lot with a <br />sidewalk connecting the two properties but no vehicle <br />crossing. <br /> <br />Eva Jeppson, 1901 - 26th Avenue N.W., stated at one point the <br />development was subject to a traffic report to be done by Ramsey <br />County and asked for a copy of that report; Proper recalled going <br />through the report (1700 vehicles per day at that point on Silver <br />Lake Road) and believed the conclusion was the difficulty would <br />be coming out of the area and going northbound, or northbound <br />traffic going into the project and that this might result in the <br />signalization of Silver Lake Road and Rice Crrek Road earlier <br />than it would have without the project. Proper stated he would <br />send a copy of the report to Jeppson. <br /> <br />Stan Satre, 1917 - 26th Avenue N.W., asked if there is any <br />possibility that sometime in the future an impact on the <br />residents' quality of life and property values would be helped <br />by some reduction in their taxes. Benke understood that if the <br />residents feel their property values are reduced because of this <br />project, they could appeal to the county, which does the assess- <br />ing, for a reduction in assessed value of their property. <br /> <br />Satre stated the original plan had a gradual transition planned <br />and feels the proposed project is a glaring example of disregard <br />for that kind of transition, and asked council to consider what <br />the adjacent residents are losing for the betterment of the <br />community. <br /> <br />Page Five <br />
