PARK BOARD MEETING <br /> .April 7, 1971 <br />The meeting was called to order by Vice-Chairman Hagemeyer at $:06 p.m. <br />Board Members Present: Dahl, Hagemeyer, Sherlock and Smith <br />Gunderman appeared at 8:28 p.m. <br />Absent: Barnhill, ~~Teissman <br />Others Present: Mayor Bromander, Councilmen Moen, Fisher, Morris and <br />Rebelein; Robert Schaefer, Village Manager;. <br />Arthur Dickey, Architect; Mrs. Loren Reiger, Ramsey <br />County Citizen's Committee on Open Space; Mrs. E. E. <br />Fisher and Robert t~Ticklund, Director of Parks and <br />Recreation. <br />The minutes of the meeting of March 3, 1971 were approved as submitted. <br />Hansen Park Shelter <br />Arthur Dickey presented the plans for the permanent shelter at Richard <br />J. Hansen Park. The site of the building is north and east of the <br />knoll which the soil tests indicated to be the most stable ground. <br />Mr. Dickey recommended excavating the building site to a depth of five <br />feet and filling in with granular material to provide a solid base. <br />Included in the specifications is the grading and sodding of the area <br />around the building so as to enable it to be used as a free skating <br />rink. This will provide insurance in case of the weather delaying <br />preparation of the pond. Another alternate is an asphalt. walk path <br />from the building to the parking lot. <br />Mr. Dickey stated that due to cost considerations he has specified <br />the use of concrete block with an epoxy stone finish instead of pre- <br />cast concrete panels. The epoxy stone finish will produce the same <br />effect as the other shelters at less expense. In answer to Gunderman's <br />query, he stated that if the epoxy finish is applied to the concrete <br />block surface there should be no problem with peeling. The timbers <br />used in wall construction will be bolted in the middle and nailed into <br />plates top and bottom as well as caulked to offset shrinkage. The plan <br />called for machine cut fir, but the Board recommended rough cut to more <br />easily absorb vandalism. Because of the topography of the site, it is <br />necessary to use an ejector system for the sanitary sewer. The system <br />is designed to be as reliable as possible. The fixtures in the rest <br />room will" be the same as in the present buildings. The furnace ejector <br />system and piping will be housed in the storage area where they will be <br />hidden but accessible. Smith suggested adding an exterior door to the <br />storage area as an alternate and the Board concurred. <br />The timetable for the bids was tYLe n discussed. The possibility of <br />requesting the Council to delay authorizing the call for bids. until <br />April 27 was considered, but the Board decided that if the Council <br />agreed they would ask for approval on April 13, 1971. <br />
