<br />~ y.. <br />May 26, 1969 <br />TO: Chairman and Members of the Park Board <br />FROM: Village Manager <br />SUBJECT: Communications, Foss Road, Pike Lake And Sunnyside Sites <br />Request was made to examine alternate approaches to the providing of <br />communications at the various park sites named above <br />Three alternate approaches were examined: Provide attendants with <br />"Handy-Talkies" on village frequency, public pay phone, unpublished <br />numbered phone within shelters. <br />1. Handy-Talkie <br />a. Attendant has immediate access for communications. <br />b. Interruption of communication system is remote. <br />c. Initial investment is high. (Approximate cost is $850 <br />-per unit, plus cost for recharging unit.) <br />d. Keeping units charged could be a problem as there is the <br />tendency to neglect the recharging of unit. <br />e. Unit is large enough so as to impair the attendant when <br />he is performing miscellaneous maintenance duties. <br />f. Does not satisfy the need of park users for communications. <br />g. These units occasionally have problems with dead spots. <br />That is, there are areas from which radio units cannot <br />transmit. If this system were selected, it would be <br />necessary to pre-test at each site the transmitting <br />capabilities of the unit. <br />h. Range may also represent a problem. si~hen the village <br />offices are closed, transmission would be picked-up by <br />police vehicles. Depending upon their location, they <br />may or may not receive transmissions by the unit. <br />2. Public Pay Phone <br />a. Provides for multiple use -both attendants and users. <br />b. Periodically these units are subject to expensive acts of <br />vandalism. If there is a rash of vandalism, repairs may be <br />slow in coming thereby reducing the value of this system <br />for emergencies. <br />c. In case of a disturbance, attendant access to communication <br />could be impaired. <br />d. Some costs would be recovered by the village as charges for <br />use are applied to the monthly rate. During months of low <br />park usage, the phone costs could be rather high. <br />e. A pay phone prohibits the use of long distance phoning for <br />free. <br />
