<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />September 23, 1986 <br /> <br />Public Hearings, continued <br /> <br />Rutherford briefly reviewed the project (86-6) for installation <br />of a sanitary sewer service at 1973 Old Highway 8 at the request <br />of the property owner; the staff is recommending the special <br />assessment of $3184.81 to be paid over an eight year period at <br />10-1/2% per year on the unpaid balance. <br /> <br />As there were no comments or questions from councilor the <br />audience, Gunderman moved, seconded by Brandt, to CLOSE THE <br />PUBLIC HEARING. <br /> <br />4 Ayes - 0 Nayes, Motion Carried <br /> <br />Motion by Gunderman, seconded by Brandt, to WAIVE THE READING <br />AND ADOPT A RESOLUTION ON ASSESSMENT ON 1973 OLD HIGHWAY 8 SEWER <br />SERVICE, PROJECT 86-6. <br /> <br />4 Ayes - 0 Nayes, Motion Carried <br /> <br />Rutherford explained there is some remedial work currently being <br />done on the newly widened Silver Lake Road bridge over 1-694 at <br />no additional public cost; briefly reviewed the project (widened <br />from four lanes to six lanes on the bridge, addition of eight <br />foot sidewalk, and channelization of bridge approaches); stated <br />Ramsey County is charging the city for a portion of the grading, <br />surfacing, and curb costs; the city is proposing to assess the <br />property owners for those costs. Rutherford stated federal <br />funds were used to pay for 90% of the grading, surfacing, and <br />curb and gutter, with Ramsey County paying 25% of the remaining <br />10%. The cost to the city is $6,332.24 plus Ramsey County's <br />engineering, administration, and 8% interest carry-over, which <br />brings the assessable amount to $8,493.81, or $6.09 per front <br />foot (the original assessment estimate was $6.45) which is <br />approximately $450.00 per typical residential lot.
