<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />September 23, 1986 <br /> <br />Public Hearings, continued <br /> <br />guarantee that that access be as direct or convenient as the <br />landowner would like to have it be. If it becomes unreasonably <br />circuitous at some point, the fact that the improvement of the <br />roadway makes access to the property somewhat more circuitous <br />does not have a bearing on the enhancement and/or the fair market <br />value. <br /> <br />Benke restated that Remington feels his property value has <br />decreased his property value because of the median and access to <br />his property; and noted that Remington is only being assessed <br />for the curb adjacent to Remington's property which adds value <br />to the property. <br /> <br />Remington asked, if Silver Lake Road is altered in any way in <br />the future, if he would be reassessed for the curb; Benke stated <br />the city's policy is that if a resident is assessed for concrete <br />curb once, they are not reassessed again. <br /> <br />As there were no further questions or comments from the council <br />nor the audience, Schmidt moved, seconded by Brandt, to CLOSE THE <br />PUBLIC HEARING. <br /> <br />4 Ayes - 0 Motion Carried <br /> <br />Motion by Schmidt, seconded by Brandt, to WAIVE THE READING AND <br />ADOPT A RESOLUTION ADOPTING ASSESSMENTS ON SILVER LAKE ROAD <br />BRIDGE WIDENING, PROJECT 85-4. <br /> <br />4 Ayes - 0 Motion Carried <br /> <br />Rutherford reviewed the staff report concerning the special <br />assessment report for Seminary Estates's water main, sanitary <br />sewer, storm sewer, curb and gutter, and street surfacing on <br />Fifth Street and Stinson Boulevard (Project 86-10); stated the <br />total cost to be assessed is $541,666.66; has been agreed upon to <br />be divided among the 54 lots ($10,030.86 per lot); and stated <br />staff recommends the assessment be approved and then be spread <br />over a ten-year period at 10-1/2% per year on the unpaid balance. <br /> <br />Schmidt asked for clarification that, if project costs are under <br />what is being assessed, the Seminary benefits because it will be <br />paid back and, if the costs run over what is being assessed, <br />there will be a supplementary assessment; LeFevere confirmed. <br /> <br />Page Seven <br /> <br />Project 86-10: <br />Seminary Estates <br />Report 86-215 <br />Resolution 86-94 <br />8:17-8:21pm <br />
