R • <br />MINUTES OF PARK BOARD MEETING, WEDNESDAY SEPTEMBE 1, 196 <br />The following members were presents Mr. Les Hagemeyer, Mr. Arlyn Gunderman, <br />Mr®,Thomas Dorris, Mr. Robert Schaefer, Village Manager, and Trustee Lawrence <br />Haglund were also presents Mr. Donald Weisman appeared at ~s00 F.Mo <br />Mr°a~R.ichard Ernst appeared regareling certain properties he owns on the East side of ng <br />bake-and also properties owned by Mr.~ Joseph Hipp on the West side of Long Lakem Mr. <br />Ernst was informed of the comprehensive park planning and that a decision could not be <br />mmde at this time. <br />Chas.rman Gizndsrman reviewed the history of the Park Board and its Vfuncto~n.s for Mr., Morris <br />the new members Mr, Gunderman also .gave a progress report an. the Park Planning Programs <br />A letter from Mt°, Perry Copeland was read relative to the procedure used in the acquisim <br />tion of property from a member of the Council. 'The Board, after discussing the letter, <br />requested further inf ormation be obtained from the Village Attcrney. The questions are <br />a.s follows <br />1. Tn case of s, condemnation award, how is the award made lump sum or may payments be <br />made over a period of years and generally, what is the tax impact upon recipient of a <br />condemnation awards Ts the reoipient required to make payments on money received as tax® <br />able income? <br />~:, Ts it possible to develops a program of planned condemnation through planned acquisi® <br />Lions, such as ~.0 acres per year for the next 1Od15 years, depending on the total amount <br />of land owned by a.n individual? <br />3. Can the owner of a parcel of land settle for less than the amount awarded by the Com <br />missioners in condemnation proceedings? <br />~.~.. Is there any way in which condemnation awards may be programed ov®r a period of years? <br />The Board requested that the Attorney exercise every effort to provide these answers, <br />since the entire Park Program is keyed to the acquisition of certain ~ operties owned by <br />members of the Council. <br />Hagemeyer moved, Gundsxts.n seconded that Mr. <br />Council as its representative on the Mounds <br />mittee. <br />Donald Weisman be recommended by the Village <br />View Recreation DepartmentQs Advisory Com <br />The data for the next meeting of the Board has not been determined as the next business <br />at hand involves certain information from the Village Attorney. <br />Ad journ'nent. <br />
