RECOMMENDATIONS <br />1. That the Metropolitan Council approve the master plan for Long Lake-Rush. <br />Lake Regional Park for development by Ramsey County, subject to the <br />following conditions: <br />a. The County, in park construction, will design and install adequate <br />controls for surf ace run-off so that waters from hard surf aced areas. <br />and from managed turf are collected in settling ponds, directed to <br />adequate wetlands or otherwise appropriately managed, to ensure that <br />park development and operation do not contribute to deteriorated water <br />.quality in Long Lake. <br />b. The County, in its development and operation of the park wil l <br />institute a program of habitat management which ensures that park <br />wildlife and plant communities will be maintained at or above their <br />present level of population size and diversity. <br />2. That the Metropolitan Council authorize an acquisition grant to Ramsey. <br />County to reimburse New Brighton for the Long Lake. Park Property in the <br />amount of $697,101 as documented in New Brighton's letter of May 20, 1982. <br />3. That the Metropolitan Council authorize a development grant with Ramsey <br />County for phase-one development of Long Lake-Rush Lake Regional Park in <br />the amount of $6b3,000, but that the grant not be executed until the•EQB <br />determines either that an EIS is not required or that, if required and <br />prepared, the EIS is adequate. <br />CBPH02 <br /> <br /> <br /> <br />
