.~ .; ; ... _ Z Although it is the opinion of the staff that the parking lot ` -for 100 cars as specified in the draft Master Flan (including '~/ the four picnic shelters) does not exceed the carrying capacity of the site and resource base, the staff has no significant objections to .reducing the size of the proposed lot from 100 to 50 cais (and the number of shelters from 4 to 2). A 50 space parking lot will accommodate a peak capacity of approxi- mately 200 people (trail users, small groups using shelters and families using free standing tables). Staff Recoaanendation: Amend draft Master Plan Rewrite - Section IX (Development Details) page IX-9, • 5th paragraph, line 1 - 6, 8, and 9. Revise map -.Section IX (Development Details), page IX-10, Concept Detail Map Reduce the graphic size of the 100 .car parking lot by eliminating the north section (50 cars) reducing the number of open shelters to two). Stipulation No. 3 That parking at the boat launch area be reduced to accommodate 15 vehicles with trailers; 5 for high speed boats and 10 for fishing boats or sail boats with development delayed until 1983 as requested by the New Brighton Historical Society. Although it is the opinion of the. staff that the number of parking spaces for vehicles with boat trailers not be reduced from 20 to 15, (reduction of parking £or vehicles transporting fishing boats) the staff does not object to such a reduction in deference to the political circumstances associated-with the boat launch facility. It is the opinion of the staff that the lake has the surface capacity to accommodate at least 50 fishing boats and that high speed boats will prefer to use other lakes due to competition with fishermen for lake surface and the general character of the F, lake which is not conducive to high speed boating. It is also the opinion of the staff that the request to delay construction of the boat launch until 1983 is consistent with the. draft Master Plan since said ,development is not budgeted until 1983 in the "Five Year Development Capital .Improvement Program".
