Staff Recommendation: Attend draft Master Plan Modify Appendix A, Joint Powers Agreement, Paragraph 7, page A-9. Delete paragraph ~7 of the Joint Powers Agreement in it's entirety and insert in its place the following language: 7. It is agreed betwee~z theparties that their respective responsibilities as defined herein shall continue to be binding and enforceable until modified or amended by mutual agreement of the. parties; provided, however, _- it is further agreed that the parties shall in-good faith on or before ??ecember 3I, 1984 renegotiate the terms of this. agreement, specifically those terms relating to the responsibilities of the respective parties for the operation and maintenance of the Long Lake Regional .Park. Stipulation i3o. 6 That. the City Council indicates support for development of historical facilities in the park site and that upon approval of the City Council, Ramsey County Board of Commissioners and the Metropolitan Council that the .master plan be amended to include these facilities. Foundation remnants of an ice house and pump house associated with ~,,. the Twin City Stock Yards (circa 1891) are located on the east share of Long Lake within the area designated as the site for the "boat launch". Although a survey has not been made to date, it is the staff's initial impression that the remnants would not be disturbed by the construction of the boat launch. Also, if it is determined that the ruins do, in fact, have historical significance, the sub- sequent preservation would not interfere with the designated recreational - function of the area. To preserve and protect sites and/or ruins of historical, geological and archeological significance. Add: designated. location. of historic ruins on "*1an-made Features" inventory map (page VI-13) and include an objective verbal description of said ruins. Incorporate as Subdivision 4 under Subsection G, Section VI - Man-made Features (page VI-14). Add: Include discussion of impact of said historical ruins on location and construction of boat launch and service.. road. Incorporate as Subdivision e, under Subsection K, Section K - Limits to Development, page ~'I-13.
